Demolition, site work and renovation of a civil project in Woodridge, Illinois. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
The project consists of all work for construction of the following: 1.Area 2 - Existing Headworks a. Demolition b. Structural Improvements Question Deadline 05/09/2024 2.Area 3 - Existing Grit Tanks a. Demolition of Existing Grit Equipment and Grit Tank b. Structural Modifications c. New Grit Tanks d. New Grit Pumps and Grit Washers e. Modification of Existing Channels f. Installation of New Owner Procured Blower and Controls 3.Area 4 - Aeration Tanks a. Demolition and Replacement of Slide Gates b. New Air Main 4.Area 8 - Solids Handling Building a. New TWAS concrete holding tank b. New grinders and TWAS pumps 5.Area 20 - New Bar Screen Building a. New concrete and masonry structure b. Fine Screens c. Compactors 6.And all architectural, civil, process, mechanical, electrical, instrumentation, and controls work for a complete and functional wastewater treatment facility. Submitted bids must comply with DuPage County Ordinance FI-O-0020-19, "A Resolution Establishing Responsible Bidder Requirements on Public Works Projects." All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. All bids shall be submitted in accordance with the Instructions for Bidders and shall be accompanied by a bid guarantee consisting of a bank cashier's check, bank draft, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total Bid as provided for under terms of said Instructions for Bidders and Specifications. Complete instructions for filing Bids are included in the Instructions for Bidders. Illinois Environmental Protection Agency (IEPA) State Revolving Loan Fund (SRLF) Requirements Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA) State Revolving Loan Fund (SRLF). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program Loan Program (35IAC Part 662) including: -Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, -The Employment of Illinois Workers on Public Works Act (30 ILCS 570), -Illinois Works Jobs Program Act (30 ILCS 559/20-1), and -The Federal "American Iron and Steel Requirement "(AIS) requirements (PL 113-76). Illinois Department of Commerce and Economic Opportunity (DCEO) Requirements This project is also funded partly by an Illinois DCEO Capital Grant and the selected contractor(s) must comply with the regulations of DCEO's Capital Grant requirements, as indicated in DuPage County's DCEO Grant Agreement #24-413017. The DCEO Capital Grant Project is subject to the following laws and regulations: -Illinois Prevailing Wage Act (820 ILCS 130/), -Illinois Works Jobs Program Act (30 ILCS 559/20), and -Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act ("BEP") (30 ILCS 575/0.01 et seq.). Business Enterprise Goal (BEP) This project is BEP goal is governed by the DuPage County's Grant Project #24-413017 which has an overall BEP Goal of 28%: 18% of this goal is for MBE's and 10% of this goal is for WBE's. This combined BEP utilization goal is based on the availability of State-certified vendors to perform the anticipated direct subcontracting opportunities of the Utilization Plan (UP). The BEP Utilization Plan is included as an attachment in the Plans/Specifications for this project. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Wage Requirements The contractor shall pay the greater of State of Illinois prevailing wages (820 ILCS 130/1-12) as required by DCEO and the Federal Davis-Bacon wages provision (40 USC 276a through 276a-5) as required by IEPA SRLF rules and comply with the laws of the State of Illinois on fair employment practices and Equal Opportunity Employment and Business Opportunity. All questions about the meaning or intent of the Contract Documentsshall be received in writing by Fehr Graham, Attn: Mr. Mark Halm, mhalm@fehrgraham.comatleastten (10) business days before the date set herein for the opening of bids The Contractor will commence the work required by the Contract Documents within ten (10) calendar days after the date of the Notice to Proceed. The Contractor will Substantially Complete the Work within 600 calendar days after the date when the Contract Time commences to run as provided in paragraph 2.03 of the General Conditions, and complete the Work for final payment within 630 calendar days after the date when the Contract Time commences to run and be ready for final payment in accordance with Article 14.07 of the General Conditions of the construction Contract, unless the period for completion is extended otherwise by the Contract Documents Any bids failing to include compliance items properly completed will not be read and will not be considered. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. DuPage County reserves the right to reject all bids if it has documented sound business reasons. Unless all bids are rejected, award will be made to the low, responsive, responsible Bidder after the bid evaluation has been submitted to the IEPA and written notice of the IEPA approval has been received by DuPage County. Bids may be held by DuPage County for a period not to exceed 180 days from the date of the opening of Bids for the purpose of reviewing the bids and IEPA loan approval. By submitting a bid, each bidder expressly agrees and promises that he/she/it will comply with all applicable ordinances, statutes and regulations, including but not limited to, the equal employment and affirmative action provisions pertaining to public contracts by Section 2-105 of the Illinois Human Rights Act (codified as Paragraph 2-105 of Chapter 775 of the Illinois Revised Statutes, as amended).
