Questions Due Date: Apr 19th 2024, 3:00 PM PDT Contact Information: Irshad Ali, Irshad.Ali@ventura.org 1 Introduction/Purpose The County of Ventura Integrated Waste Management Division (hereinafter referred to as County) invites your organization to submit a written proposal to provide Household Hazardous Waste (HHW) collection services at several permanent and temporary events held across Ventura County. For the furnishings of such HHW collection services in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof. Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents. Such services shall include, without limitation, site set-up, as described in Section 3.7 of this RFP, as well as HHW, universal waste, E-Waste and/or CESQG waste collecting, receiving, profiling, packaging, labeling, storing, and transporting of such material for recycling, treatment, storage, or disposal. The Contractor's services shall occur at any County-authorized event where such wastes or materials will be dropped off by participants. An Evaluation Committee ("Committee") comprised of County staff will review the responses to this RFP, though non-County individuals may also serve as technical, legal, and financial advisors. The Committee, at its sole discretion, shall have the right to seek clarifications from any of the Companies to fully understand the nature of the RFPs as well as to evaluate and rank the Companies. Based on the submittal requirements and criteria outlined in this RFP, the County will ultimately determine which Company will be awarded. If, at any point, a Company decides to remove itself from the contractor procurement process, the County reserves the right to add another qualified company to the list of RFP recipients. 1.2 Background The County owns and operates a permanent HHW collection facility, located at 5777 North Ventura Avenue in Ventura, CA, which serves unincorporated area residents, conditionally exempt small quantity generators (CESQGs) and residents from the cities of Ojai, Santa Paula, and Fillmore. HHW collection events are held at the facility on a per-appointment basis on the fourth Saturday of every month, excluding May, November, and December. On the first Saturday of April and October, the County also operates the permanent HHW collection facility owned by the City of Fillmore, located at 743 Sespe Place in Fillmore, CA. On average, over 1,100 residents and CESQGs, delivering 119,000 pounds of HHW, are served annually in the County HHW program. 1.3 Program Objectives The County's objectives in selecting an HHW program services provider include: 1. Qualified Company. The COUNTY wishes to engage a reputable, experienced, knowledgeable, and capable Company (Firm, Company, Joint Venture, etc.) to provide HHW program services which meet the COUNTY's needs. 2. Quality. Providing HHW management services in strict accordance with all Federal, State, and local regulations using highly trained staff is an important consideration for the COUNTY. The COUNTY's concept of quality also encompasses safety, best management practices, and efficiency with an emphasis on life-cycle costs. 3. Primary Point of Contact. The HHW program services agreement will require a primary point of contact between the COUNTY and the Company. 4. Cost. The COUNTY expects the Company will offer competitive pricing based on Section 3.5 of this RFP, which includes both the California Paint Product Stewardship and the California Electronic Waste Reimbursement Programs. Also, COUNTY expects the Company to offer competitive pricing for other HHW program service options, such as Temporary HHW collection events; CESQG collection; Door-to-Door HHW collection services; Material Reuse Programs, or other HHW-related services as may be needed by the COUNTY. 1.4 Action Dates The following is an outline of the anticipated schedule for the proposal review and award. Issue Request for Proposal (RFP) March 29, 2024, 5:00 pm. Evaluation-award May 24, 2024, 3:00 pm Start Work July 27, 2024 The Contractor shall not commence work until a meeting between representatives of the contractor and the County of Ventura is held.
