Perform supplemental traffic counts (if needed in addition to the already-available data) and develop a Syncro (or similar) traffic model for the 6530/San Juan intersection to be used to ensure the project is justified, for use in project design, and in support of CDOT warrant studies/permitting. This model shall evaluate the intersection with both current and futu Forecast traffic volumes for the intersection area into 2055 assuming an appropriate annual growth rate and accounting for continued development and buildout within areas likely to contribute traffic flow to the intersection. For this evaluation, it can safely be assumed that the Bear Creek and Cimarron Creek subdivisions will be fully built out by 2055. In the absence of traffic data or direction from CDOT to justify a higher value, overall background traffic growth can be assumed at 2% per year. The City reserves the right to accept or reject any or all proposals, to waive irregularities and/or informalities and to disregard all non-conforming, non-responsive, unbalanced or conditional proposals.
