Roof Replacement and Solar Energy Project , Multiple Locations within the District - The Rock Hill Local School District Board of Education is requesting proposals from firms to provide design and construction services for its Roof Replacement and Solar Energy Project. The Project consists of all labor, materials, equipment, professional design services and any other services necessary to replace the flat roofs and install solar energy systems at the District's High, Middle, and Elementary School Buildings and at the Board of Education Building. Work is anticipated to commence on or after May 28, 2024. It is anticipated that the Date of Substantial Completion will be November 28, 2025. Question Deadline 04/22/2024 at 2:00 PM ET All questions must be submitted in writing to: Chris Robinson, Treasurer, at crobinson@rockhill.org The scope of Work for the Rock Hill Local School District (the "District") Roof Replacement and Solar Energy Project (the "Project") will include the following: Rock Hill High School Building (Solar Energy Scope of Work): Design and Engineering: Provide 65%, 90%, and 100% PE and Structural stamped drawings for roof mount systems and validation of roof structure General specifications for all rooftop solar PV arrays include: o The mounting system shall minimize roof penetrations and will include ballasted and/or rail-mounted roof PV. The mounting system design shall meet applicable local building code requirements with respect to snow, wind, and earthquake factors o Conduit penetrations shall be minimized and coordinated with roofing contractor o The solar PV system shall be fixed-tilt (minimum 5-degree tilt for flat roof) with an orientation that maximizes annual energy production o All roof access points shall be securely locked at the end of each day o The system layout shall meet local fire department, code, and ordinance requirements for roof access Performance Criteria for all rooftop solar PV arrays include: o The power provided shall be three-phase compatible with the on-site distribution system o The standard test condition (STC)-rated power value, slope, and orientation will be entered into Helioscope using the nearest weather file to determine estimated energy delivery in kWh AC o The PV array shall mean one or more PV modules having the same orientation and on the same maximum power point tracking (MPPT) system. Each array with differing orientation in the same inverter shall have a separate MPPT system o All proposed/implemented PV array locations shall be shade-free from 9 a.m. to 3 p.m. (solar time) o Shading calculations for each proposed array shall be provided. These calculations may be modified for shading obstructions that will be removed and mitigated as part of the project o The solar PV project, including supports and power conductors, shall not interfere with roof drains, water drainage, expansion joints, air intakes, existing electrical and mechanical equipment, existing antennas, and planned areas for future installation of equipment shown on drawings. Rock Hill High School: High School Flat Roof Replacement - 30,000 Square Feet o Measure the coping stretch out for every roof section for accuracy at all locations where coping is required o Provide "end of the day photos" showing that the roof is clean, organized, and watertight o Lay tarps over all gym floors and any other floor open to visible deck while working to protect floors from any potential damage o Remove existing modified membrane, any wet insulation, and existing metal details o Include 1,000 sq. ft. of wet insulation replacement in addition to required new insulation o Replace any damaged metal decking with like materials o If the deck is exposed from the underside, paint to match the existing o Install new metal decking to match the existing, where penetrations are being removed o Paint the deck to match the existing color if exposed from the underside o New decking shall span from bar joist to bar joist o Install a 1/8" plate with 4 stainless steel screws (#12 tek screws) over any open voids in the roof deck o Steel to overlap metal decking at least 6" o Check the underside of the decking to make sure that the conduit does not run directly under the decking, where the screws could possibly penetrate the conduit o Install low rise foam (Great Stuff or Froth-Pak from DOW) to seal up all open areas around penetrations, walls, etc. o Foam should be used around all circular penetrations and I-beams where the insulation cannot be cut perfectly to seal the penetration. Foam should also be installed at any gaps where the polyisocyanurate meets the walls or parapet o Mechanically fasten a base layer of 2" polyisocyanurate insulation using Olympic fasteners. 2 o Stagger joints, Fasten per ASCE 7-05 wind uplift requirements o A minimum of 22 fasteners in the corners, 17 in the perimeter and 12 in the field of the roof system should be installed. Perimeter and corner zones shall be at least 8' wide o Include an allowance of 600 sq. ft. of wet insulation o A new GAF expansion joint will replace the existing expansion joint o Contractor to include the removal and disposal of the satellite in their bid but do not throw it away without the customer's permission o Install new through wall scupper sleeves and downspouts o Duplicate two-piece surface mounted counterflashing in applicable walls Rock Hill Middle School Building (Roof Replacement Scope of Work): Middle School Flat Roof Replacement -53,000 Square Feet o Measure the coping stretch out for every roof section for accuracy at all locations where coping is required o Provide "end of the day photos" showing that the roof is clean, organized, and watertight o Lay tarps over all gym floors and any other floor open to visible deck while working to protect floors from any potential damage o Remove existing modified membrane, any wet insulation, and existing metal details o Include 1,000 sq. ft. of wet insulation replacement in addition to required new insulation o Replace any damaged metal decking with like materials o If the deck is exposed from the underside, paint to match the existing o Install new metal decking to match the existing, where penetrations are being removed o Paint the deck to match the existing color if exposed from the underside o New decking shall span from bar joist to bar joist o Install a 1/8" plate with 4 stainless steel screws (#12 tek screws) over any open voids in the roof deck o Steel to overlap metal decking at least 6" o Check the underside of the decking to make sure that the conduit does not run directly under the decking, where the screws could possibly penetrate the conduit o Install low rise foam (Great Stuff or Froth-Pak from DOW) to seal up all open areas around penetrations, walls, etc. o Foam should be used around all circular penetrations and I-beams where the insulation cannot be cut perfectly to seal the penetration. Foam should also be installed at any gaps where the polyisocyanurate meets the walls or parapets o Mechanically fasten a base layer of 2" polyisocyanurate insulation using Olympic fasteners. 2 o Stagger joints, Fasten per ASCE 7-05 wind uplift requirements o A minimum of 22 fasteners in the corners, 17 in the perimeter and 12 in the field of the roof system should be installed. Perimeter and corner zones shall be at least 8' wide o Remove all existing roofing, flashings, and insulation down to the concrete deck. Prime the concrete deck with Garla Prime VOC o Install HPR Tri-base in CAVR (Cold Applied Vapor Retarder Adhesive) per the data sheet. Barrier must extend up the wall 3" higher than the top layer of insulation o Install a base layer of 1.5" polyisocyanurate insulation in hot asphalt o Install a 1/8" taper in hot asphalt with staggered joints on 4'x4' boards o Install a 1/2" of Securock in hot asphalt o Install Flexbase 80 in hot asphalt o Install a 60 mil, adhered fleece-backed Elveloy (KEE-Stone) roof system in KEE-Lock Spatter Spray o Install T-Patches at all membrane seams make a "T" at all inside and outside corners o Use KEE-Lock WB Flashing Adhesive with KEE-NF Flashing for flashing applications o Install per manufacturers recommendations provide 3 test welds per day per manufacturers requirements with date time and pictures provided o The membrane, under the wall panels, will be terminated 2" below the wall panels surfaced mounted counterflashing to be installed above it o Install new .040, Kynar finish, projection sheet metal details per SMACNA and warranting roof system manufacturer's requirements. Any existing fascia that is exposed by the new roofing system must be covered with an additional piece of metal fascia. All existing metal details will be replaced with new metal o Slip metal counterflashing's will be used around all large penetrations, units, smoke hatches, etc.., where the units cannot be raised. The slip metal to touch the roof and to be sealed at the top. R-Mer Force metal to be installed between the two sections where the existing modified membrane was 3x wrapped up and over o Install R-Mer Force fascia metal per the detail and manufacturers requirements o Two 1 /4" wide beads of Green Lock Sealant XL must be used on every base anchor applied to the entire length of the underside o Base anchor to be installed using #10-14 x 1.5" type 17 fasteners. The bottom piece of metal must cover the wood nailer by at least 1" o The wood nailer must be completely covered by the membrane. A wood nailer must be installed for the R-Mer Force to meet ANSI/SPRI requirements o Compression seals are installed over the splice, one at 40", one at 80" and then another over the next splice for a total (4) 4 compression seals per 10' base anchor. Inside/outside corners must be ordered and cannot be field fabricated o Any existing fascia that is exposed by the new roofing system must be covered with an additional piece of metal fascia that is determined by the chart below. The "R-Mer Force with extender (drip edge)" detail will be used. The extender piece will be fastened a minimum of 12" on center so approximately 10 fasteners per each 10' piece. All existing metal details will be replaced with new metal o Install new coping caps to meet ANSI/SPRI ES-1 code requirements. Coping chairs must be fastened into wood nailers. The coping materials (steel vs. aluminum) will be determined by the width of the parapet and the wind up-lift calculations. Verify the parapet width to provide necessary types of metal required o Install the metal coping chairs so that they slope towards the inside of the roof. Splice plates must be installed at every coping joint with two (2) ropes of butyl on each side of the splice plate. No face fastening of the coping is permitted. All coping corners will be mitered together o Non-level plane of the top of the parapet wall will be leveled and shimmed along the top of the entire length of the wall before the membrane is wrapped up and over o Modified membrane shall be wrapped over the edge and cap nailed in place o Membrane is to be left in place and the coping chairs installed over it. The wood nailer shall be completely covered by the membrane o Install a wood nailer for the R-Mer Coping to meet ANSI/SPRI requirements o Install new surface mounted counterflashing above all wall flashings. All flashings shall receive termination bar and a three coursing of roof cement and mesh that covers the top of the membrane and the termination bar o All vertical termination bars to receive metal counterflashing. Surface mounted counterflashing will be installed using metal anchors spaced a maximum of 12" apart in the middle of the wall and 6" apart at the corners. Anchors will penetrate the wall by 1" and should be1/4" in diameter o Install all new flashing and termination systems at all projections Rock Hill Elementary School Building (Roof Replacement Scope of Work): Elementary School Flat Roof Replacement - 52,575 Square Feet o Measure the coping stretch out for every roof section for accuracy at all locations where coping is required o Provide "end of the day photos" showing that the roof is clean, organized, and watertight. o Lay tarps over all gym floors and any other floor open to visible deck while working to protect floors from any potential damage o Remove existing modified membrane, any wet insulation, and existing metal details o Include 1,000 sq. ft. of wet insulation replacement in addition to required new insulation o Replace any damaged metal decking with like materials o If the deck is exposed from the underside, paint to match the existing o Install new metal decking to match the existing, where penetrations are being removed o Paint the deck to match the existing color if exposed from the underside o New decking shall span from bar joist to bar joist o Install a 1/8" plate with 4 stainless steel screws (#12 tek screws) over any open voids in the roof deck o Steel to overlap metal decking at least 6" o Check the underside of the decking to make sure that the conduit does not run directly under the decking, where the screws could possibly penetrate the conduit o Install low rise foam (Great Stuff or Froth-Pak from DOW) to seal up all open areas around penetrations, walls, etc. o Foam should be used around all circular penetrations and I-beams where the insulation cannot be cut perfectly to seal the penetration.
