INTRODUCTION The Hawaii Community Development Authority (hereinafter "HCDA") is a body corporate and public instrumentality of the State of Hawaii, administratively attached to the State of Hawaii's Department of Business, Economic Development & Tourism. The HCDA is the fee simple landowner of the Kolowalu Park property located at Oahu Tax Map Key (TMK) Nos. (1) 2-3-004-080 and (1) 2-3-004-076 in the Kakaako Community Development District (KCDD). The Kolowalu Park exists on both sides of Queen Street, mauka side and makai side respectively (hereinafter collectively referred to as the "Premises"). The TMKs and areas are highlighted in the site map attached hereto as Exhibit A. Deadline to Submit Written Inquiries: Wednesday, April 24, 2024 4:00 p.m. HST POINT OF CONTACT The HCDA is the issuing office for this Invitation for Bids (hereinafter "IFB") and all subsequent addenda relating to it. The HCDA Asset Management Program is responsible for the procurement and award process for this IFB as well as administering and monitoring the contract post-award. The HCDA Point of Contact for this IFB is Alicia Wailehua-Hansen, Asset Management Specialist, or her designated representative, either of whom may be contacted at: Phone: (808) 594-0300 Email: dbedt.hcda.contact@hawaii.gov SCOPE OF WORK The Contractor shall furnish to the HCDA all supervision, labor, equipment, tools, supplies and material to upgrade the playground in the Makai Park as described below (the "Work"). It is the responsibility of the Contractor to inform the HCDA prior to starting any Work. The Contractor shall: A. Layout/Preparation and Site Security. 1. Confirm layout and specifications with HCDA representative prior to ordering the new playground equipment. 2. Examine existing drainage issues, undulations, and any existing deficient conditions. 3. Submit a project work and installation schedule to HCDA for approval prior to commencing Work. Schedule should also include anticipated lead times for materials and equipment. 4. Install a six (6) foot high temporary fence and dust barrier around the entire project work area to secure the work site. Refer to Exhibit B. The work area shall be secured by the Contractor at all times once the fence is in place. a. The temporary fencing shall be installed at the start of the demolition and remain in place until the project is complete. b. The erection of the temporary fence shall not begin until the new playground equipment arrives on site and is ready to be installed. Refer to Section 2.2.B. c. Provide a 24-hour contact person and phone number in case of any incidents after the specified work hours. d. Paint over or cover any graffiti that may appear on the dust barrier or temporary fencing during the course of the project. This should be done at the beginning of each workday as needed. This cost should be inclusive in the final bid proposal. 5. Provide all necessary Best Management Practices ("BMP's") to manage and control any run-off, discharge, or spills coming from the designated project work area. 6. Provide one (1) four (4) foot by six (6) foot project sign to be mounted to the temporary site fence or provide the necessary wood structure to support it. The HCDA will provide the text and graphics for the project sign. Refer to Exhibit D. B. Removal of Existing Playground Structure and Play Surface. Currently on the Premises there is an existing playground structure and rubberized play surface that will need to be removed and disposed. 1. Remove existing rubberized play surface and underlayment, approximately one thousand seven hundred (1,700) square feet in size. Refer to Exhibit B. Properly dispose of the existing play surface and follow all applicable laws and standards. The Contractors shall be responsible for all transportation and dumping fees and charges shall be included in the bid price. 2. Meet all applicable safety standards and Occupational Safety Health Administration (OSHA) guidelines in the removal process. 3. Patch and repair the existing concrete slab as needed, upon removal of the existing play surface, to properly install the new play surface and any underlayment. 4. Dismantle the existing playground structure and set aside for pickup by others. In dismantling the existing playground structure, the Contractor shall make all reasonable efforts not to damage the structure, parts, apparatus, and mechanical fasteners. 5. In the event that the dismantled existing playground structure is not removed from the site by others, the Contractor shall properly dispose of the dismantled structure, parts, apparatus, and mechanical fasteners. All associated fees for the disposal shall be indicated in the Bid Form of this solicitation. Refer to Attachment #1. 6. Existing playground structure shall not be dismantled until new playground equipment has arrived on site and is ready to be installed. The HCDA requires that the Contractor limit the amount of time the playground is unavailable for use by the public. C. Removal of Existing Tree and Tree Well. Currently in the area of the existing playground there is a large tree well that shall be removed and leveled out to grade, so the new playground equipment can be installed. 1. Meet all applicable safety standards with regards to OSHA guidelines in the removal process. 2. Remove existing tree, stump, roots, soil, concrete curb, lighting fixtures, electrical conduit, manhole, and any other mechanical devices in the existing tree well and properly dispose of all materials. 3. Remove and dispose of the existing lighting fixtures and cap the existing electrical services as necessary. This work shall not interfere with the proper operation of electrical services in the Makai Park. 4. Fill the existing drywell/manhole with crushed rock or engineering fill, to be approved by the HCDA. Refer to Exhibit E, for photos of the existing drywell/manhole. The fill shall be compacted and reach to the level below a new four (4) inch concrete slab that will cover the top of the existing drywell/manhole. The fill shall support the new concrete slab structure and not compromise its structural integrity. 5. New playground equipment will be installed in the demolished tree well. Compacted engineered fill shall be installed around the new playground equipment and topped with a new four (4) inch concrete slab. Amount of fill and concrete slab work to be coordinated with final location of the new playground equipment. CONTRACT TERM The contract shall be for a period six (6) consecutive months from the date of the Notice to Proceed ("NTP") letter issued by the HCDA (the "initial term"), with one (1) option to extend for an additional six (6) month period, or portion thereof (the "extension term") for a potential maximum term totaling 12 months. The extension term is subject to availability of funds and satisfactory performance by the Contractor and may be extended without re-bidding, upon mutual agreement in writing between the HCDA and the Contractor, prior to the expiration date; provided, however, the contract price for the extended term shall not be increased above the bid price, except for any allowable wage increases approved by the HCDA in accordance with Hawaii Revised Statutes ("HRS")103-55 (see Section 5.8 Contract Price Adjustment Pursuant to Chapter 103-55, HRS).
