Site work and paving for a mixed-use development in Los Angeles, California. Completed plans call for paving for a sidewalk / parking lot; for site work for a sidewalk / parking lot; and water / sewer project.
Each bidder and all subcontractors shall be a licensed contractor pursuant to the California Business and Professions Code and be licensed to perform the work called for in the contract documents. Bidders must comply with the licensing requirements set forth below for each Bid Category. Category 1 Category 2 Category 3 Category 4 Category 5 Category 6 Category 7 Offsite Utility Installation to Points of Connection Site Grading & Excavation Trenching, Backfill, (Conduits) Onsite Paving and Asphalt Fire Lane, Parking Lot Site Concrete Curbs & Gutters Sidewalks. Driveways Masonry Trash Enclosure Piping Landscape and Irrigation A or B C-12 C-12 C-8 C-29 C-34 C-27 Prime bidders that hold any of the following licenses listed below are required to submit a completed set of prequalification documents on forms provided by the Owner. Prime bidders that hold any of the following licenses must be prequalified: A, B, C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46. Additionally, mechanical, electrical or plumbing ( MEP ) subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), must also be prequalified. This prequalification requirement for MEP subcontractors applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the MEP licenses listed above. All required prequalification applications pursuant to this paragraph must be submitted not later than November 8, 2024, at 5:00 pm. Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions. The Owner reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. In accordance with California Public Contract Code Section 22300, the Owner will permit the substitution of securities for any money withheld by the Owner to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the Owner, or with a state or federally chartered bank as the escrow agent, who shall then pay such moneys to the Contractor. Each bidder s bid must be accompanied by one of the following forms of bidder s security in an amount not less than ten percent (10%) of the total bid price: (1) cash; (2) a cashier s check made payable to the Owner; (3) a certified check made payable to the Owner; or (4) a bidder s bond executed by a California admitted surety as defined in Code of Civil Procedure Section 995.120, made payable to the Owner in the form set forth in the contract documents. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. As a condition of submitting a bid for this Project, and in accordance with California Public Contract Code section 20111.6, prospective bidders and mechanical, electrical or plumbing ( MEP ) subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), must be prequalified by the Owner. No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the Owner prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (bid, performance and payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Each bidder must strive to meet goals and requirements relating to participation by Disabled Veteran Business Enterprises ( D.B.V.E. ), of three percent (3%) participation, established by the Owner, or make a good faith effort in respect thereto and provide the Owner with a report as to the actual participation at the conclusion of the Project.
