EST on 5/3/2024 as determined by the bid officer. Late submissions are not accepted. Email questions regarding this RFP to Teresa Hall at tlhall2@vcu.edu, no later than 5:00 P.M. EST. on 4/15/2024. Reference the RFP number and name in the subject field. The Project should aim to have a minimum of 1,000 to 1,250 beds featuring single bedroom units, one-bedroom, twobedroom, and four-bedroom apartment-style units (25-30%), as well as semi-suites (70-75%) that can have a mix of single/double room options and two to four-bed variations. Additionally, there should be Resident Assistant (RA) staff units designed as single bedrooms. The University welcomes innovative approaches regarding the unit mix ratio. Firstyear students will primarily occupy the semi-suites, while the apartment-style units are tailored for upper-division students. Each unit should have bathrooms, with an option of common area restroom facilities for semi-suites. The project site encompasses West Grace Street to the south, Pine Street to the east, Laurel Street to the west, and the alley between Grace and Broad to the north. BookHolders and the Facilities and Financial Services Building will be demolished as part of this project. The program includes allocating 15,000 square feet (GSF) for a traditional dining area, two 3,000 square foot (GSF) and one 1,500 square foot (GSF) spaces for retail use on the first floor. Additionally, there should be a single security access point for 24/7 entry and exit, appropriate administrative offices (estimated at three staff offices, meeting space for Hall Directors and RAs), a Mail/Package Area, and community spaces on the first floor. Three 2-bedroom apartments should be set designated for professional staff. Each floor should also provide suitable community spaces for social and academic purposes, including student laundry facilities, study spaces, lounge areas, and programming spaces. The total project budget has not yet been determined. 6. SCOPE OF SERVICES The selected firm is expected to deliver comprehensive Architectural and Engineering (A/E) design services for the project. This includes handling Schematic Design, Preliminary Design, Working Drawings, providing Bidding assistance, overseeing Construction Administration, and conducting submittal reviews. The RFP includes the 700 W. Grace Street Feasibility Study, finalized in 2024. VCU has outlined the primary goals and objectives for the project as follows: Design Goals 1. Develop housing that fosters a sense of community and offers educational experiences outside the traditional classroom, aligning with the University's strategic initiatives. 2. Enhance Grace Street's character as a pedestrian-friendly "Main Street" with active sidewalks. 3. Design a facility that prioritizes the safety and security of all users and occupants. 4. Integrate the building's exterior design with the existing architectural style of the area, complementing the scale and materials of surrounding buildings. 5. Create high-quality open public places in line with VCU's "Place Making" strategy outlined in the ONE VCU Master Plan, enhancing Grace Street's role as the University's main pedestrian corridor. 6. Incorporate a design that allows for integrated building automation systems including security, fire alarm monitoring, and HVAC system controls. 7. Implement a design strategy that considers constructability as a key aspect of the overall design solution. 8. Manage the design process to ensure adherence to the project budget. 9. Ensure compliance with the Commonwealth of Virginia's SB 160 High-Performance Building Act, exploring various compliance paths to meet the Act's requirements.
