Engineering Services to Identify Flood Management Projects. Question Deadline 05/01/2024 at 5:00 PM CT. A copy of all the questions submitted and the Authority's response to the questions at online. PROJECT SCOPE: The specifications contained herein shall be construed as the minimum acceptable standards for the project. All exceptions or equivalencies must be clearly labeled, fully explained, or documented, and included on a separate sheet of paper with your response. The selected respondent is responsible for the overall approach of design and specifications of the project. The selected respondent will be required to work in conjunction with Authority staff throughout the project and shall meet as requested to resolve any issues/problems that may occur. Phase I: The consultant shall review the information available through the Texas Water Development Board (TWDB), General Land Office (GLO), National Oceanic and Atmospheric Administration (NOAA), Federal Emergency Management Association (FEMA), Texas Department of Emergency Management (TEDM), etc., with respect to Live Oak County's drainage and flood plain. Phase II: The consultant shall meet jointly with the Authority and County to establish an understanding of the County's priorities with respect to addressing the flooding issues within the County. Phase III: Consultant shall develop Flood Management Projects to manage and mitigate flood areas. Phase IV: Consultant shall provide a report to the County outlining the 5 or 6 projects developed. Phase V: Consultant shall develop the projects approved by the County using the TWDB's Flood Planning requirements. The project information shall include maps and data required for consideration by the Regional Flood Planning Group as an approved Flood Management Project. Phase VI: Provide information developed for all projects in a deliverable format including a cost estimate and description sealed by an Engineer registered in the State of Texas. The Authority reserves the right to reject any or all PROPOSALs submitted, or to award to the respondent who in the Authority's opinion, offers the best value to the Authority. The Authority also reserves the right to cancel the RFQ process and pursue alternate methods for satisfying the project requirements. The method of Contractor Selection has not been Determined at this time.
