STATEMENT OF WORK ARSENIC, MANGANESE AND IRON REDUCTION PER ATTACHED SCOPE OF WORK TO INCLUDE BUT NOT LIMITED TO: Turnkey arsenic treatment process consisting of two (2) pressure vessels/fully enclosed treatment skids located at Valley State Prison (VSP) and a single pressure vessel/fully enclosed skid located at Central California Women's Facility (CCWF) to treat domestic water, removing naturally occurring arsenic below the Maximum Contaminant Level (MCL) of 10 parts per billion (ppb). Vendor shall provide transportation and installation of pretreatment equipment, all site preparation, piping manifold and infrastructure modifications, pressure vessels. Vendor shall provide all necessary communication and electrical to operate treatment equipment with existing pump control systems at each facility, as necessary. Water treatment modules shall be located on the main supply line from Wells 1 and 2 at VSP, northeast of the Administration Building/801. The CCWF curb/pad shall be installed adjacent Well 402. Project shall include control software and hardware integrated with existing water and pump control systems capable of controlling treatment volume and bypass of water with minimal input from water treatment staff. System shall provide for the display, recording, and printing of data covering treatment, volume of water used and current water conditions in real time. Treatment system shall integrate with existing hardware and software used to alert personnel of alarm conditions and provide for remote access to control systems and integrate with future treatment process equipment. System shall be capable of treating up to 500 gallon per minute (gpm) from alternating pumps Well 1 and 2, 401, 402 and to bypass without treatment up to 1000gpm. Water treatment system shall be able to use treatment modules in series or parallel and modules shall be capable of isolation for service and repair. Arsenic treatment system shall be designed and installed to allow for a comprehensive treatment approach minimizing media consumption and creating a blended/treated water product complying with applicable codes and regulations concerning water quality. All phases of the project shall be subject to inspection and approval of applicable regulatory agencies. Vendor shall be responsible for code compliance as part of initial commissioning of treatment systems. Treatment system must have a minimum flow rate of 360 gpm. Vessels Design Pressure should be no less than 75 psi, vessel surface filter area no less than 38 sq. ft. The loading rate of VSP filters must be 4.67 gpm/sq. ft and 9.35 gpm/sq. ft. Backwash flow rate/filter must be 231 gpm or greater with a 231 gpm at 76F backwash rate. System should require no more thana 6,500 gal. Vendor must provide hardware capable of multiple filtration applications with filtration media and software changes. Inquiries/questions: Written questions must be received by close of business on March 18, 2024 Disabled Veteran Business Enterprise (DVBE) Program Requirements: The State has established goals for DVBE participation in State contracts. The intent of the DVBE participation requirement and incentive is to encourage DVBE certified suppliers to participate in bidding opportunities, and to encourage firms to seek and include DVBE's as sub-contractors. DVBE Incentive: A DVBE incentive will be given to bidders who provide DVBE participation. For evaluation purposes only, the State shall apply a DVBE bid incentive to bids that propose a California certified DVBE participation as identified on the Bidder Declaration, GSPD-05-105, and confirmed by the State. The DVBE incentive amount for awards based on low price will vary in conjunction with the percentage of DVBE participation. The California DVBE Bid Incentive Instructions (09/03/09) includes information about the DVBE incentive and can be located at website Non-Small Business Subcontractor Preference: A 5% bid preference is now available to a non-small business claiming 25% California certified small business subcontractor participation. If applicable, claim the preference in the box on the right hand side of the first page of this solicitation. Small Business Nonprofit Veteran Service Agencies (SB/NVSA): SB/NVSA prime bidders meeting requirements specified in the Military and Veterans Code Section 999.50 et seq. and obtaining a California certification as a small business are eligible for the 5% small business preference. If applicable, claim the preference in the box on the right hand side of the first page of this solicitation. Attachment with bid required if claiming the Small Business Preference: All bidders must complete and include the Bidder Declaration form GSPD-05-105. If claiming the non-small business subcontractor preference, the form must list all of the California certified small businesses with which you commit to subcontract in an amount of at least twenty-five percent (25%) of the net bid price. All certified small businesses must perform a "commercially useful function" in the performance of the contract, as defined in Government Code Section 14837(d)(4). Small Business Certification: Bidders claiming the small business preference must be certified by California as a small business or must commit to subcontract at least 25% of the net bid price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the Office of Small Business and DVBE Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS must be able to approve the application as submitted. Small business nonprofit veteran service agencies (SB/NVSA) claiming the small business preference must possess certification by California prior to the day and time bids are due. SCOPE OF WORK This description establishes the minimum requirements for equipment for arsenic, manganese and iron reduction to be delivered to Valley State Prison and Central California Women's Facility located at 21633 Avenue 24 and 23370 Road 22 (respectively) Chowchilla, CA 93610.THIS IS A MATERIAL AND INSTALLATION PURCHASE; SUPPLIER MUST INSTALL MATERIALS AT THE CDCR JOB SITE.
