Site work for a water / sewer project in Charlestown, Maryland. Completed plans call for site work for a water / sewer project.

All questions due by e-mail to Bryan Lightner, blightner@charlestownmd.org, by Thursday, May 2, 2024 at 4:00pm The project will commence on or around May 14, 2024 and will need to be finished by November 15, 2024. DESCRIPTION: A. The plans and specifications are intended to cover a complete project. It should be distinctly understood that failure to mention any work which would normally be required to complete the project shall not relieve the Contractor of his responsibility to perform such work. The work to be done under this Contract includes, but is not limited to, furnishing all plant, materials, tools, equipment, transportation, management superintendence, and labor necessary to perform all work in strict accordance with these Specifications and Drawings. B. The work under this Contractincludes: 1. Establishing and maintaining necessary sediment and erosion control and dewatering practices. 2. Clearing and grubbing. 3. Removal and disposal of the existing weir box and 40 LF of existing 15-inch corrugated metal pipe (CMP). 4. Installation of proposed weir box, 65 LF of 15-inch RCP, sand filter diaphragm, and headwall. 5. Construction of 600 LF dike embankment with impervious core and cutoff trench. 6. Excavation and on-site stockpiling of 7,780 CY ofmaterial. 7. Construction of 295 LF access road with culvert. 8. Landscaping and stabilization of disturbedareas. 9. Other incidental work as necessary. C. The work shall be done under contract to and with the supervision of the Town of Charlestown (the Town). D. The work shall be complete in all its parts and ready for use in the time specified and in strict accordance with the terms and conditions of the Contract. Any deviation shall be subject to the approval of theTown. E. The Contractor shall strictly follow the requirements of all the permits issued for the proposed construction. F. The Contractor shall assume all responsibility for the project and construction site until accepted by the Town. G. The contractor shall be prepared to execute a finished project in every particular without any extra charge, unless especially provided for within the contract. H. This Contract shall be constructed under all the provisions of Maryland Department of Transportation State Highway Administration Standard Specifications for Construction and Materials latest edition and any addenda thereto (hereinafter referred as "Standard Specifications") and "Book of Standard Details", current edition, and subsequent addenda thereto, so far as the same may be applicable. These documents are considered as part of this Contract together with Plans, Specifications, Advertisement, Information to Bidders, Proposal, and addenda which all together form a part of the Contract and the Provisions of all these shall be as binding upon the parties as if they were here fully set forth. I. The Special Provisions are supplemental to the "Standard Specifications" and form part of the Contract. In case of conflict between the "Standard Specifications" and these Special Provisions, the latter shallgovern. SCOPE This work shall encompass all preparatory operations related to the construction project that are necessary to commence work and includes the movement of personnel and equipment to the project site. Included shall be all networking and coordination with the Town and 3rd party entities such as Miss Utility and test pitting for the location of utilities. All work to be performed under this pay item shall be in accordance with the requirements of Section 108 of the of the Standard Specifications, with the following additions and/or modifications. An Engineer's Office is not required for thisContract. The Contractor shall videotape site conditions prior to disturbance. Damage to any existing site feature that the Contractor is unable to demonstrate was existing prior to the initiation of construction activities shall be repaired or replaced by the Contractor at no cost to the Town. Mobilization/Demobilization shall also include the restoration of existing site features after construction. SCOPE This item shall be in accordance with Section 107 "Construction Stakeout" of the Standard Specifications, unless otherwise noted below. The Contractor shall: A. Provide and have available to the project an adequate engineering staff which is competent and qualified to set all lines and grades needed to construct the project and all related grading. B. Make all field measurements necessary to stakeout the baseline of construction and lay out the lines and grades called for in the Contract Documents or as directed by the Town. Use the horizontal and vertical survey control points shown on the Contract Drawings to layout the lines of work, limits of grading, planting and fill placement, and to stake out the location of all proposed structures as described in ContractDocuments. C. Use benchmarks shown on the Contract Drawings for construction. Furnish the assistance for their preservation after being set. The Contractor is held responsible for preservation of the benchmarks. If, in the opinion of the Town, the benchmarks are willfully or carelessly disturbed or destroyed by the Contractor or their employees, the entire cost of replacing them will be charged against the Contractor and the cost will be deducted from the Contractor's final payment. D. Demarcate the limit of disturbance (LOD) to the satisfaction of the Town, as part of the construction stakeout operation and before any clearing operation commences. E. Once the LOD has been demarcated and accepted by the Town, perimeter sediment controls shall be installed along all portions of the LOD as shown on the Contract Drawings. F. To assist the Contractor in survey and stakeout, electronic CAD files will be provided by the Designer at the pre-constructionmeeting. G. Notify the Town once the stakeout or any phase of the stakeout is completed. The Town will inspect the construction stakeout prior to the Contractor beginning clearing and grubbing activities. The purpose of the inspection is not to verify the stakeout, but to allow the Town an opportunity to assess the lines established by the Contractor, prior to the start of construction. Obvious errors with the stakeout will be remedied prior to the Contractor proceeding with construction. This inspection will in no way relieve the Contractor of their responsibilities to construct the site as specified in the Contract Documents.
