The Bay County Board of County Commissioners invites firms to submit qualifications to provide professional Project Development and Environment study (PD&E) services of the County Road 2321 from State Road 77 to State Road 75. The project is being funded by a Florida Department of Transportation (FDOT) Local Transportation Project Grant Agreement #453198-1-24-01. It is imperative that Respondents examine and become familiar with the program established by the Florida Department of Transportation (FDOT). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT. QUALIFICATIONS All firms, to include sub-consultants, shall be State of Florida licensed professionals. All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant's Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall ensure that full compliance therewith is maintained at all times. Firms shall hold FDOT certifications for the following work classes: Group 2. Project Development and Environmental (PD&E) Studies, Type of Work 3.1: Minor Highway Design, Type of Work 3.2 Major Highway Design, Type of Work 4.1.2 Minor Bridge Design, Type of Work 6.1: Traffic Engineering Studies, Type of Work 8.2: Design, Right of Way, and Construction Surveying, Type of Work, Type of Work 9.1: Soil Exploration. County staff shall validate certifications using the Florida Department of Transportation's Procurement Office web site list of prequalified consultants. If the consultant proposes to use in-house forces to do surveying or geotechnical exploration, the consultant must have the FDOT certification in that specialty. SUBMITTAL DEADLINE/DELIVERY ELECTRONIC OR SEALED PAPER SUBMITTALS for RFQ NO: 24-15 CR2321 Widening Project Development and Environment (PD&E) Study will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Thursday, May 16, 2024. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time. Special Accommodation: Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents. Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Monday, May 6, 2024.
