This is a Request for Qualifications to provide engineering services for the City of Lumberton for projects as described below. The desired services include updating the City's current PFAS monitoring program. Additionally, providing analysis and recommendations for the mitigation, treatment, and removal of PFAS in drinking water at existing facilities. To include budgetary, capital, and operating costs. Further described in the attachment to this RFQ Please note that this project is being funded in part with NC DEQ Division of Water Infrastructure SRF funds and contracts will need to follow the requirements of the funding agencies. Factors for Award/Evaluation Criteria The City of Lumberton will enter into a contract with the Engineer whose Statement of Qualifications (SOQ) is determined to be the most advantageous to the City. Factors to be considered, the method used in the evaluation of the proposal and selection of the Engineer are set forth in Section F. SCOPE OF WORK The City of Lumberton is soliciting proposals from qualified firms for engineering services necessary to implement the project which is being funded in part by NC DEQ Division of Water Infrastructure SRF as follows: Assessment Services may include: Review and update of current monitoring program Analysis of monitoring and testing methods used Source evaluation and proposal of mitigation options Planning Services may include: Treatment technology assessment, including pilot testing Budgetary cost estimates Preliminary engineering/alternative evaluations Procurement planning Funding options identification and assistance in application for, including grants and low interest loans. PROJECT SCHEDULE The project will proceed as dictated by the City and the requirements of the funding agency(ies). The proposing Engineering firm shall be flexible in the commitment to start providing engineering services immediately, while having enough staff to support completing all work at a reasonable time.
