Question Submission Deadline:April 29, 2024, 5:00pm Question Response Deadline:May 1, 2024, 5:00pm Summary The Boone County Fiscal Court, Emergency Management & Public Safety Communication Center Departments invites experienced Architecture and Planning firms to submit their qualifications and a proposal to complete a space utilization study for the Emergency Management & Public Safety Communication Center facilities. The current facilities are located at the following locations: Emergency Management Department - 3000 Conrad Lane, Burlington, KY 41005 Public Safety Communications Center - 8100 Ewing Blvd, Florence, KY 41042 1.2. Background The Boone County Emergency Management Department (EM) and the Public Safety Communications Center (PSCC) presently have staff and equipment located in two separate facilities across Boone County. The Goal of this initiative is to complete a space utilization study to evaluate the existing facilities of both departments. The goal of this study is to also identify facility needs as well as projected needs in the future as Boone County continues to grow. Boone County reserves the right to reject any and all proposals, to waive any informalities and to negotiate for the modifications of any proposal or to accept that proposal which is deemed the most desirable and advantageous from the standpoint of customer value and service and concept of operations, even though such proposal may not, on its face, appear to be the lowest and best price. The Scope of Services for this project shall include the following items as a minimum: Development Plan Phase - The Consultant will: Meet with representatives of the Boone County Emergency Management Department, Public Safety Communication Center, Boone County Administration, Boone County Property Maintenance Department, and the City of Florence. The City of Florence is the owner and landlord of the current PSCC facility. The goal of these meetings is to assist the consultant in better understanding the needs, operations, and challenges within the existing facilities. Review facility floor plans and other existing documents. Prepare a space utilization report that evaluates the current facilities, identifies future growth needs and whether those needs are able to be met effectively within the current footprint of the facilities or whether a combined new facility should be explored to maximize department functionality. This report should include an executive summary to summarize the planning process. Present the final report at a meeting to Boone County representatives.
