City of La Crosse, Wisconsin: City of La Crosse Emergency Operations Center Project The above public work will be let to the lowest responsible bidder and shall be performed in accordance with the plans and specifications for the same now on file with the Engineering Department for the inspection of bidders and in accordance with the prepared form of contract and bond also on file with said Engineering Department. The time for commencement of the work shall be no sooner than ten (10) days after Common Council shall have awarded the contract and shall be substantially completed within 47 consecutive calendar days after beginning work. Final completion shall be within 61 consecutive calendar days after beginning work. bid shall be received without certified check for not less than 5%, nor more than 10% of the total amount bid or a bid bond for not less than 5% nor more than 10% of the total amount bid. Bidder's Proof of Responsibility paperwork must be on file with the City of La Crosse. The Notice to Contractors, the Information to Bidders, the Bid Proposal, the Certificate of Organization and Authority, Disclosure of Ownership, Bid Bond and list of Subcontractors, the Performance Payment Bond, the General Conditions, Specifications, Plans, Addenda (if any), and all ordinances of the City applicable to this contract shall be considered a part of the contract.
