Update to the Major Thoroughfare Plan/Bicycle and Pedestrian Plan The Town of Smyrna, Tennessee, an Equal Opportunity Employer, seeks to retain the services of a professional consultant planning firm to provide services for the update to the Major Thoroughfare Plan/Bicycle and Pedestrian Plan for Smyrna, Tennessee. Responsibilities of the professional consultant planning firm include, but are not limited to: Review of the existing approved plans from 2017. Prepare an update of both plans, taking into account existing and proposed land use, public investments, and transportation and utility infrastructure. Provide implementation strategies to include at minimum a capital improvement plan. Coordinate with the Greater Nashville Regional Council for all travel demand and any other applicable long range transportation planning modeling. Conduct public involvement as required. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. The Town will evaluate the qualifications for those submitting letters of interest and qualifications and choose one firm who is most advantageous. The factors that will be considered in evaluation of letters of interest and qualifications are: a. Past experience in the required disciplines with other clients. b. Past experience specific to preparation of major thoroughfare plans and bicycle and pedestrian plans. c. Qualification and availability of staff. d. Demonstrated ability to meet schedules without compromising sound planning practice. e. Evaluations on prior projects with other clients, if available. f. Size of project. g. Amount of work under contract with other clients.
