CDBG Housing Rehabilitation - Lead-Based Paint Abatement, Interior/Exterior Repairs, and Retaining Wall Replacement Bid - The City of Gainesville is seeking sealed bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for: CDBG Housing Rehabilitation Project. The Project will consist of lead-based paint abatement, interior/exterior repairs, and retaining wall replacement. Please note that this project is being funded with HUD "Community Development Block Grant" funds and will require compliance with all applicable federal law, regulations, executive orders, policies, rules, procedures and directives. The City of Gainesville reserves the right to accept or reject any or all bids, portions thereof, to waive technicalities and to extend bid deadline or re-advertise. SCOPE OF WORK Interior and Exterior Repairs: 01 Site Preparation: 1. Provide temporary toilet facilities from job start until approval of permanent facilities. 2. After procuring all required permits, place a 30 cubic yard, roll-off dumpster without damaging the site. Collect construction debris using dust control methods. Acquire a sufficient number of dumpsters in order to hold the materials removed during demolition. 02 Windows/Doors: 1. Install a pre-hung solid wood, 6-panel entrance door with sidelights to fit existing opening and jamb including interior and exterior casing, spring metal weather-stripping, interlocking threshold, one entrance and one mortised deadbolt keyed alike. Prime and top coat. Install all base and wall cabinets securely to the stud framing of the walls. 2. Field measure, order and install a wood, single hung, double glazed, one-over-one window and jamb including screen, caulk, interior casing and exterior trim. Install half screen. 03 Plumbing 1. Install a 5ft Sterling 4-piece, fiberglass tub and shower unit complete with lever operated pop-up drain and overflow, PVC waste, single lever shower diverter, shower rod and Delta 6122 water saving shower head. 04 Interior 1. Remove tub/shower unit by cutting back as little drywall as necessary to access plumbing and prepare for installation of shower unit. Repair any damaged floor system while subfloor is removed and repair any damaged plumbing. 2. Hang, tape and 3 coat finish ½-inch drywall. Apply a 3/8-inch bead of adhesive to framing member and screw or nail 8"on center. Wet sand ready for paint. 3. Provide a sum to address interior trim needs that maybe identified as work progresses. 4. Remove or cover hardware and accessories not to be painted. Scrape loose, peeling, cracked and blistered areas. Clean oil, grease, fungus, dirt and dust from surfaces. Fill holes and cracks. Prime all new materials and spot prime existing with acrylic latex. Top coat with owner's choice of premixed acrylic latex. Replace or uncover hardware, fixtures and accessories. 5. Install shower rod, toilet paper holder, towel bar, towel ring, mirror, and any other necessary bathroom hardware. 05 Exterior 1. Remove existing retainer wall and dispose of in landfill. Excavate side of hill to allow space to arrange formwork. Place 8-in x 16-in concrete strip footing below frost line with two #2 rebar 2.5-inces minimum from edges. Build forms for walls, minimum 8-inches thick, with a batter 7- degrees toward hill from horizontal. Place #4 rebar 48-inches off center vertical and horizontal, and tie into footing at keyway. Pour and vibrate 3,000 psi conc. Allow weep holes at 48inches off center at lowest grade. Strip forms and backfill with pea gravel. Restore topsoil and seed. 06 Post Construction 1. Scrape old and new paint from glass with a razor blade without scratching glass. Clean both sides of prime and any storm window to eliminate all smears and dirt.
