Question Deadline 06/07/2024 at 5:00 PM ET For System-Wide Tree Removal and Trimming Services located System Wide across New Jersey. The Bidder must upload its bid prior to the time and date specified so that it is included in the project download. Late bids cannot be accepted. This is the only way to submit a bid for this project; paper bids will not be accepted. The work under this Two (2) Step Invitation for Bids (IFB) generally consists of, but is not limited to, the services of a Bidder to provide all labor, productive use of equipment, transportation, operational cost, materials, and permits to perform tree trimming. Services include, but are not limited to, brush and woody growth along the NJ TRANSIT railroad rights-of-way, that interfere with overhead railroad open catenary, wire, and cables, or visibility of wayside signals as determined by NJ TRANSIT Maintenance Of Way (MOW) supervision at the time of work. All work must be in strict conformance with the specifications provided in the Bid Documents. The term of the Contract shall be for one (1) base year with four (4), one (1) year options, each of which may be exercised at NJ TRANSIT's sole discretion. The Bidder's Pre-Qualification Form (Attachment A) must be submitted by email to ACoughlin@njtransit.com on or before 5:00 P.M. (EST) Friday, May 10, 2024, for the Bidder to be considered as a possible Bidder. Late Pre-Qualification forms will not be accepted and will disqualify a vendor from contract award. Only those Bidders who have participated in Step One (1) and who have been deemed Pre-Qualified will be allowed to submit a Bid in Step Two (2). All Bidders who are deemed Pre-Qualified during Step One (1) will be notified of their status will be invited to submit a Bid in Step Two (2). Bidders and the Subcontractors are also required to comply with the State of New Jersey, Division of Revenue and Enterprise Services, Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders or Subcontractors shall not engage in the performance of any work unless the Bidder or Subcontractor is registered as required. Source Disclosure requirements (N.J.S.A. 52:34-13.2) apply to this project. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Bidders agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:13-1.1 et seq. to ensure that New Jersey's Small Business Enterprise (SBE)/Disabled Veteran-Owned Business (DVOB) have the opportunity to participate in the performance of this contract. A Zero percent (0%) SBE/DVOB goal has been set for this project. In accordance with N.J.S.A. 27:25-11 and N.J.A.C. 16:72-2.2, Bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their Bids.
