James City County is soliciting sealed competitive Two-Step bids from qualified and experienced professional contractors licensed in the state of Virginia with the demonstrated capability and capacity for Ware Creek Manor - Ney Court Stabilization and Restoration Project as described in this Invitation for Bids. The Work under this Project consists of the stabilization and restoration of approximately 285 linear feet of intermittent channel. Includes restoration of a highly degraded and severely eroded channel that has multiple large head cuts, bank slumps and mass wasting of channel banks/slopes. The proposed design includes energy dissipation, rock cascades, rock-step pools, regenerative stormwater conveyance, and natural channel design principles to lift the channel and increase flood-prone area width. As a component of the assessment and design, water quality improvements, estimated load reductions, and estimated prevented sediment volumes were calculated using guidance provide in current EPA protocols, SLAF application materials, and Chesapeake Bay TMDL Guidance The design includes bank stabilization and grade control to prevent vertical incision and nutrient reductions attributed to infiltration through engineered soil media and vegetative uptake. Native plantings and bioengineering are proposed in coordination with habitat improvements along the restored corridor, upstream of the mapped resource protection area. All questions pertaining to this project should be directed to Linda Hodges, Deputy Director or Purchasing no later than 12:00 P.M., on May 1, 2024, in writing via e-mail to: linda.hodges@jamescitycountyva.gov.
