Demolition and site work for a municipal facility in Brookfield, Illinois. Completed plans call for the demolition of a 6,280-square-foot, one-story above grade municipal facility; and for site work for a municipal facility.
President and Board of Trustees of the Village of Brookfield, Illinois that bid proposals will be received for the following project: Demolition of Existing Structure at 9100 31st Street The work shall include the removal and proper disposal of all hazardous waste (refrigerants, light fixture/bulbs, white goods), asbestos containing material (ACM) located on and within the buildings, the demolition of all existing structures located on this site, the removal and proper disposal of the building debris, the removal and disposal of existing foundations to a minimum depth of three feet (3') below the existing grade, backilling the excavated foundations and basements with crushed aggregate, and termination of Village sanitary sewer connections. The structure to be demolished is located at 9100 31st Street, within the Village of Brookfield . The Contractor shall be responsible for arrangement and the coordination of termination with other utility service providers. No bidding documents will be issued after 4:30 P.M. on Thursday, the 2nd day of May, 2024. All bidders wishing to obtain bidding documents must be approved by the Village prior to obtaining bidding documents. Submission of a bid shall be conclusive assurance and warranty that the bidder has examined the site of the work and the local conditions affecting the contract and understands all the requirements for the performance of the work. The bidder will be responsible for all errors in its proposal resulting from failure or neglect to conduct an indepth examination. The bidder shall not take advantage of any error or omission in the proposal. Proposals will only be accepted from bidders that have obtained bidding documents from the Edwin Hancock Engineering Company. All bid proposals offered must be accompanied by a bid bond, cashier's check or certiied check in an amount not less than Five Percent (5%) of the total amount of the bid, as a guarantee that if the bid proposal is accepted, a contract will be entered into and the performance of the contract properly secured. Checks shall be made payable to the Order of the President and Board of Trustees of the Village of Brookield. No bid proposal shall be considered unless accompanied by such bid bond or check. Any bidder in doubt as to the true meaning of any part of the bidding documents may request an interpretation thereof from the Village. The bidder requesting the interpretation shall be responsible for its prompt delivery. At the request of the bidder, or in the event that the Village deems the interpretation to be substantive, the interpretation will be made by written addendum issued by the Village. In the event that a written addendum is issued, either as a result of a request for interpretation or the result of a change in the bidding documents issued by the Village, a copy of such addendum will be emailed to all prospective bidders. The Village will not assume responsibility for receipt of such addendum. In all cases it will be the bidders' responsibility to obtain all addenda issued. The Contractor and Subcontractor shall comply with all regulations issued pursuant to Prevailing Wage Act (820 ILCS 130), and other applicable Federal Laws and regulations pertaining to labor standards. The Village of Brookield reserves the right to determine the lowest responsive, responsible bidder, to waive irregularities, and to reject any or all bid proposals. SCOPE OF WORK The work shall include the removal and proper disposal of all personal property and building materials including all hazardous waste (refrigerants, fluorescent light fixtures/bulbs, white goods, etc.), asbestos containing material (ACM) and lead based paint located on and within the building (a copy of inspection reportsisincluded in the Environmental Assessmentsection of these specifications), the demolition of all existing structures located on the site (commercial structure), the removal and proper disposal of the building debris, the removal and disposal of existing foundations, backfilling the excavated foundations and basements, termination of Village owned utility services, coordination of the disconnection of private utilities (fees associated with the disconnection of the private utilities shall be paid for by the Village). 1. The basement slabs will be saw-cut and removed. This work must be done in a manner such that vibrationsto the wall and foundation of the adjoining structure are minimized and do not cause damage to the existing adjacent wall. 2. Adjacent to the adjoining structure on the west end of the demolition, the foundation shall be cut to one foot (1') below grade and carefully removed to minimize the risk of damage to the adjoining structure. The remaining perimeter of the foundation shall be removed to two and a half feet (2.5') below grade. 3. The basement and excavated areas will be brought to two feet (2') below grade with crushed aggregate meeting the CA-1 gradation. A layer of crushed aggregate meeting the CA-6 gradation with a thickness of twelve inches (12") will be placed on top of the CA-1 layer of aggregate in two lifts and mechanically compacted in place to a density of 95%. 4. Soils in the zero-to-two-foot (0-2') depth stratum have been certified uncontaminated (a copy of the uncontaminated soil certification is attached), but Benzene was detected at a depth of four-to-six-feet (4-6') near the southeast corner of the structure (see summary of analytical results attached). When removing the foundation, care should be taken to minimize soil removal at depths greater than two feet (2'). Any non-special waste encountered shall be disposed of at the contractor's expense. 5. The Contractor shall be responsible for the maintenance and reinstallation of the Village's site enclosure (fence). 6. The Contractor will coordinate the location and disconnection of the water and sewer services with the Village of Brookfield Public Works Department. a. Termination of sewer services shall be completed by inserting a concrete plug two feet in depth into the existing pipe at the right-of-way line. b. The Village will terminate water services by shutting the roundway valve in the Illinois Department of Transportation's (IDOT's) Right-of-Way. 7. No work is required to be done within the 31 st Street right-of-way. 31 st Street is under the jurisdiction of IDOT. If the contractor choosesto utilize 31 st Street for construction staging, permission shall be obtained from IDOT at no additional cost to the village. 8. The asbestos materials and lead-based paint found on the site must be removed by a licensed abatement contractor.
