Questions Due Date and Time No later than April 23, 2024 - 2:00 PM Local Time Contract Duration: Three (3) Years Summary Statement 1.1.1 The Maryland Department of Health (MDH or the Department), Prevention and Health Promotion Administration, WIC Program, is issuing this Request for Proposals (RFP) to solicit a contractor to furnish all labor, equipment and supplies necessary to perform janitorial services for WIC Training Center located at 5503A Ritchie Hwy., Brooklyn Park, MD 21225. 1.1.2 It is the State's intention to obtain services, as specified in this RFP, from a Contract between the selected Offeror and the State. The anticipated duration of services to be provided under this Contract is three (3) years, July 1, 2024 - June 30, 2027, with the option to renew annually until one or both parties agree to terminate the Contract, with 60 days' notice. 1.1.3 The Department intends to make a single award as a result of this RFP. 1.1.4 Offerors, either directly or through their subcontractor(s), must be able to provide all services and meet all of the requirements requested in this solicitation and the successful Offeror (the Contractor) shall remain responsible for Contract performance regardless of subcontractor participation in the work. Questions Written questions from prospective Offerors will be accepted by the Procurement Officer. Questions to the Procurement Officer shall be submitted via e-mail to the following e-mail address: MDH.WICProcurement@maryland.gov. The Solicitation Number and Title must be in the subject line. Questions are requested to be submitted by the date indicated on the Key Information Summary Sheet. The Procurement Officer, based on the availability of time to research and communicate an answer, shall decide whether an answer can be given before the Proposal due date. Answers to all substantive questions that are not clearly specific to the requestor will be posted on website. Scope of Work - Requirements The Contractor shall: Provide thorough cleaning of the Maryland WIC Training Center three (3) days per week to include biannual carpet shampooing and floor waxing. Start time will be determined by the Contract Monitor and the Contractor; however, all work is to be completed by 8:00p. The Contractor will be provided a key and alarm code for after hour building access. 3.2.1 Contractor's Duties and Responsibilities A. Tri-Weekly Tasks (Tuesday, Thursday, and Friday) Areas: General Lobby, Kitchen/Break Room, General Offices, Conference Rooms, and Restrooms Trash: o Empty trash cans and remove all trash and wipe container exteriors. o Collect and remove all litter in the facility. o All emptied trash cans shall have liners that are free of soil and stains caused by liquids, food, garbage, or other substances which create an odor that will adhere other trash to the side of the liner. o All trash shall be placed in large plastic bags and hauled away from site. Large bags are to be closed and tied and free from holes which would allow trash or liquid to escape. o All items marked as "trash" are removed and boxes broken down prior to placement in the dumpster. Vacuum: o Vacuum all carpeted areas. o Remove dirt, dust, and trash from any mats. o Furniture is to be returned to its original position. Restrooms: o Fill all paper towels, toilet paper and hand soap dispensers as needed. o Clean and disinfect all toilets, urinals, and sinks. Leave toilet seat in up position. o Wipe all mirrors. Wash all enameled surfaces. Conference Rooms: o Wipe tables. Doors: o Clean all entrance doors. Water Fountains: o Damp wipe to disinfect and polish. Hard Floors: o Sweep. o Mop. Kitchen o Wipe counters and table with disinfectant solution. B. Weekly Tasks (Friday) Areas: General Lobby, Kitchen/Break Room, General Offices, Conference Room, and Restrooms o Spot clean stall, doorknobs, and doorplates. o Wet mop all tile floors. o Spot Clean Building Surfaces: o All walls and restroom partitioning shall be free of smudges, smears, marks, dirt, fingerprints, or other soil. Surfaces will be free of detergent residue, streaks, film, or haze. o All window ledges, desk, file cabinets, storage cabinets, blinds are to be free of dust and trash. o Restrooms: o Damp wipe all doors and door frames with mild non-abrasive detergent. o Damp wipe all wall surfaces and dispensers with proper combination cleaner and disinfectants. o Damp wipe all baseboards. C. Monthly Tasks Areas: Entrance, General Lobby, Kitchen/Break Room, General Offices, Conference Room, and Restrooms o Clean glass and mirrors o Glass shall be free of smears, smudges, fingerprints and be uniform in appearance without residue or haze. o Vent/Lighting o Dust all lighting and ventilation fixtures. o Blinds: o Dust and wipe clean all window blinds. D. Quarterly Tasks Areas: All Tile Floors o Strip wax buildup and residue floors. o Thoroughly wax floors. o Apply two coats of wax to the floors. E. Bi-Annual Tasks (September and March) Areas: All Carpeted Areas o Clean and shampoo carpeting o Carpet is to be free of all dirt, stains, shampoo residue or other soil which can be removed through proper cleaning. o Carpet presents a uniform appearance. o Spot cleaning at request of WIC Training Center Janitorial Tasks/Deficiencies in Work A. The building must be cleaned at a frequency and to the standards detailed in these specifications. The Contract Monitor will determine whether tasks have been performed and that the performance is in accordance with the standards set forth in these specifications. Failure to perform a task or perform a task to the specified standard will result in reduction in the Contractor's monthly invoice. B. The contractor shall promptly correct all apparent and latent deficiencies and/or defects in work, and/or any work that fails to conform to the contract requirements. All corrections shall be made within two (2) calendar days after such rejected defects, deficiencies and/or non-conformances are verbally reported to the Contractor by the Contract Monitor. The Contractor shall bear all costs of correcting such rejected work. C. If the Contractor fails to correct the work within the period specified the Contract Monitor may, at its discretion, notify the Contractor, in writing, that the Contractor is subject to contractual default if the corrections are not completed to the satisfaction of the Contract Monitor within three (3) calendar days of receipt of the notice: o Schedule of Deductions: o Daily Restroom Cleaning - $25.00 per room, per day o Daily Office Cleaning - $5.00 per room, per day o Daily Carpet Vacuumed - $5.00 per room, per day o Trash not properly deposited in the dumpster - $50.00 per occurrence
