Oak Avenue Parking Lot Construction- The Project includes the grading, base, drainage, and paving of a new approximately 19,000 SF parking lot. All prime contractors bidding must be pre-qualified as "prequalified bidder" by the NCDOT in order to be considered for contract award. All subcontractors must also be pre-qualified as "prequalified bidder" or "subcontractor" by the NCDOT prior to beginning work on the project. Bidders are advised that the City of Kannapolis has established a goal of 10 percent (10%) minority business enterprises as mandated by GS 136-28.4. The bidder shall identify in the bid documents the minority business participation it will use on the project. Forms are included in the bid documents for this purpose. Bid security in an amount of 5% of the Bidder's maximum Bid must accompany each Bid. The Successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced, or conditional Bids, and will award to lowest responsible Bidder taking into consideration quality, performance, and time specified in Bid Form for performance of Work. Owner also reserves the right to waive informalities. The proposed Work is generally described as follows:
