As of March 27th, 2025, final site plans have not been approved by the city of Austin. A firm construction timeline has not yet been released. Walnut Creek Wastewater Treatment Plant (WC WWTP) is currently permitted to treat and discharge an average daily flow of 75 million gallons per day (MGD) and at a 2-hour peak flow of 165 MGD. Treated plant effluent is then discharged into the Colorado River. A portion of the effluent is used for non-potable water (NPW) on the plant site and supplies much of the City's growing Water Reclamation Initiative (WRI) program. Primary Treatment Complex No. 1 is original to the 1977 construction, and Primary Treatment Complex No. 2 was added in the late 1980s. Both facilities are now partially operable for the purpose of wastewater treatment. The deadline to ask questions is 1/15/2025 5:00 PM CST QUESTIONS FROM PROPOSERS shall be submitted to the CMAR, via online The purpose of this project is to rehabilitate and make improvements to the Primary Treatment Complexes (PTC) at the Walnut Creek WWTP. Each Primary Treatment Complex consists of two trains of primary clarifiers and in-line flow equalization basins (FEBs). Raw wastewater flows through the primary clarifiers, then continues to the in-line FEBs. Settled wastewater is pumped to secondary treatment, and primary sludge is pumped to Hornsby Bend Biosolids Management Plant. Most of the mechanical and other components in PTC No. 1 and No. 2 are beyond their useful life. PTC1 and PTC2 each have two (2) trains, consisting of a primary clarifier and an FEB. Each primary clarifier has one (1) mechanism, and each FEB has two (2) mechanisms, for a total of four (4) primary clarifier mechanisms and eight (8) FEB mechanisms. The primary clarifiers and FEBs are located in underground structures with limited access. There are skylights located above each clarifier drive for maintenance access and there is pedestrian access at either end of each PTC. Work may require use of large cranes and modification to roof structures. The CMAR will serve as an integral team member during the design process and throughout the construction process. At a minimum, the CMAR will be responsible to perform design and constructability reviews, construction sequencing, cost model development and updates, and attend meetings during the Preconstruction phase. MGC Contractors, Inc. has been selected by the City of Austin to act as the Construction Manager at Risk (CMAR) for the above referenced project. The contract team is The City of Austin (Owner), Black & Veatch (Engineer), and MGC Contractors Inc. (CMAR). With this Request for Proposal (RFP), MGC Contractors, Inc. is advertising to retain highly qualified, capable firms to propose on the CMAR, Work Package Summary indicated below, for Guaranteed Maximum Price (GMP-3), for the Walnut Creek WWTP Primary Clarifier and Flow Equalization Basin Rehabilitation Project. The following Work Packages are included in GMP-3: Work Package 3.01 - Electrical, Instrumentation & Process Controls Scope Work Package 3.02 - Concrete Sealant Application Work Package 3.03 - Deck Concrete Repair ( Concrete Crack & Joint Repair, Concrete Spall Repair) Work Package 3.04 - Structural Concrete Repair & Curb Scope Work Package 3.05 - HVAC Equipment & Installation, (HVAC Equipment Procurement & Installation) Work Package 3.06 - Plumbing & Water Heater System Piping Work Package 3.07 - FRP Door Procurement & Installation Work Package 3.08 - Aluminum Deck Cover Procurement & Installation Work Package 3.09 - Miscellaneous Metals Package (Cross-Over Piping & Canopy) Work Package 3.10 - Skylight Procurement & Installation
