Reference Number 0000349895 The City of Aurora on behalf of the Homestake Water Project (Homestake) is requesting written proposals from qualified respondents to provide engineering services in support of the rehabilitation and/or replacement (R/R) of the Homestake Discharge Pipeline (HDP). Constructed in the mid-1960s, Homestake is a trans-basin water delivery system jointly owned, operated, and maintained by Colorado Springs Utilities and City of Aurora (collectively referred to as the Homestake Partners). The HDP, essentially consisting of approximately 40 miles of 66-inch diameter prestressed concrete non-cylinder pipe (PCP) and 4 miles of cement mortar lined welded steel pipe, is a principal conveyance component of the Homestake System. After its construction, the HDP has experienced numerous failures primarily related to pipeline degradation (e.g., breaks in the PCP reinforcing wires, longitudinal and circumferential cracks in the PCP, etc.). Conditions have been identified suggesting that as the HDP continues to age, degradation will continue, and the probability and frequency of additional failures will increase with time. These failure incidents (previous and anticipated) together with the pipeline's age, challenging access, and lack of system redundancy in the event of catastrophic failure, drive this R/R project. The purpose of this project is to develop and implement an R/R programmatic framework for reducing the risk of failure and extending the service life of the HDP, while maintaining system operability and preserving conveyance capacity.
