Reference Number : 1838697 Electronically transmitted submission accepted: Yes, via the SEAO, with a document OBJECTIVES OF THE REQUEST FOR INFORMATION ETS wishes to solicit companies that work in post-disaster cleaning services and post-disaster reconstruction in order to ensure that they have requirements and an approach that is in line with market offerings. Suppliers are therefore invited to share their expertise by answering ETS's questions and by communicating with the person responsible for the call for interest. ETS specializes in teaching and applied research in engineering and technology transfer. It trains engineers and researchers recognized for their practical and innovative approach. Since its creation in 1974, it has maintained a unique partnership with the business community and industry, both with large companies and SMEs. It represents one of the 10 constituents of the University of Quebec network. Nature of services required: A. Cleanup after disasters The services required concern the control of damage caused to the Owner's buildings following a disaster, more particularly water damage (including sewer backups), fire or any event causing damage that requires cleaning. and immediate control. Since these are urgent interventions, the Supplier must be able to carry out the work during and outside normal working hours throughout the year without regard to vacation periods (including vacation periods). construction) and other holidays or public holidays. B. Reconstructions Following the post-disaster cleanup, the Owner will request a fixed price quote from the Supplier to carry out the reconstruction. This request does not commit the Owner to have the work carried out by the Supplier. The Owner reserves the right to award reconstruction contracts to other contractors without having to provide justification. The Owner makes no commitment to guarantee a volume of work or an overall value of the work to the Supplier. The value of the reconstruction work must be below the public tender thresholds to be eligible for this contract. Work whose value exceeds the public tender threshold will either be carried out by the Owner via its Execution on Demand Contracts or awarded to a general contractor following a public tender. PERFORMANCE OF SERVICES The Supplier must be able to, but not limited to, perform the following tasks: Carry out emergency water collection, sanitation and drying work, including opening walls and post-disaster cleaning; Provide all clean and functional equipment necessary to complete the contract; Any source of uncorrected moisture must be reported as soon as possible to the Owner's representative. For effective water collection, it is important to ensure that the source of the excessive humidity has been identified and corrected; Install, uninstall, modify, protect and store furniture, equipment and any other material that prevents the progress of drying work. Laboratory equipment is taken care of by the Owner; Confine the affected areas before being able to carry out exploratory openings to assess the extent of the affected materials; List the affected premises and damp materials using thermography as well as humidity meters (hydrometric readings); Immediately notify the Owner when mold is discovered or as soon as the presence of mold is suspected during the work in order to assess the need to take microbiological samples; The Supplier must carry out the work to avoid the development of mold, fungi and bacteria or any other type of contamination resulting from the disaster. Carry out mold removal and decontamination work at the request of the Owner; When dangerous materials are present (asbestos, lead), carry out drying and/or fungal decontamination work by adding the preventive measures applicable depending on the contaminant; Provide a guarantee that the environment to which the work was carried out will be healthy and safe for the occupants. The premises must be clean, free of dust or particles left over from the work; the materials must be dry (absence of conditions favorable to microbial contamination of the materials); and there must be no source of contamination (mold, fungus, bacteria) that could have an impact on the quality of the air or the health of the occupants. RESPONSE TIME AND WORK SCHEDULE FOR DISASTER CLEANUP SERVICES Any request for intervention must be executed within: two (2) hours, in the case of a request qualified as "urgent" during normal working hours, i.e. Monday to Friday from 7:00 a.m. to 5:00 p.m.; six (6) hours in the case of an "urgent" request made outside normal working hours, i.e. Monday to Sunday from 5:01 p.m. to 6:59 a.m. and on public holidays. Regular time: All work will be performed during normal working hours. Time and a Half: All work performed outside of normal working hours and on holidays. Work performed outside of normal hours must be approved in advance by the authorized representative of the Owner. For each intervention, the Supplier must notify, by text message or call, the authorized representative of the Owner of the arrival and departure of the team. INSPECTION OF CLEANING WORK During the work, the Owner may, at any time, check the progress of the work, as well as the quality of the work carried out and the materials used. For certain work, the Owner may request a spot inspection from the Supplier before covering said work. If any part of this work has been covered before the requested inspection and approval of the Owner, it must be uncovered for examination and redone without delay and at the expense of the Supplier. The Owner reserves the right to carry out an inspection and tests by independent firms following the work carried out by the Supplier to validate the air quality and to confirm that the affected areas are free of mold, fungus and bacteria. and any type of contamination. If corrections are necessary, the Supplier must make them at its expense. The Owner reserves the right to refuse invoicing until the work is corrected and provisional acceptance of the work takes place between the parties. ESTIMATE FOR CLEANING WORK AFTER DISASTER Within the first 24 hours following the initial inspection of the premises following the call for services, the Supplier must send the Owner in writing an estimate of the work to be carried out. This estimate must include at least, but not limited to, the following information: A detailed estimate of drying and decontamination costs; Identification of affected areas (local, scale of affected materials); Proposed preventive measures; An estimate of the time required to carry out drying and decontamination; A list of equipment and labor; Recommendations; INTERVENTION REPORTS Unless otherwise advised by the Owner, each intervention must be followed, at no additional cost, by an intervention report (or service report) which must contain at least the following elements: The name of the Owner's representative making the request or met at the scene of the intervention; (b) Observation of the condition of the premises upon arrival and at the start of the work; Dated sketches and photos (Timestamp application or others) of the affected areas; Description of the intervention and the work carried out; A drying report (if applicable) with readings; If applicable, summary recommendations. PERSONAL PROTECTIVE EQUIPMENT The Supplier undertakes to provide its employees or agents with the individual or collective protective equipment required by the Act respecting occupational health and safety, RLRQ, c. S-2.1, the Safety Code for construction work, RLRQ, c. S-2.1, r.4 or required by any other law, regulation, policy or directive, as well as by representatives of the Commission on Standards, Equity, Health and Safety at Work of Quebec. More particularly and without limiting the generality of the above, the following protective equipment is required at all times: Safety shoes incorporating a protective sole and toe cap; Construction helmet; Sunscreen. ASBESTOS Buildings may contain materials and products that contain asbestos. The Supplier must comply with the provisions of the Safety Code for Construction Work (CSTC) and provide the Owner with a copy of the transport slip for asbestos waste to an authorized landfill site where applicable. THE COST OF PREPARING ANSWERS All costs of preparing responses are the sole responsibility of the Suppliers. The Supplier assumes the costs incurred to provide the details or for the presentations requested by the applicant following the submission of the responses. CONFIDENTIALITY All documents, data and information included in this request for information are confidential and are intended for Suppliers only. Any information obtained directly or indirectly or in any other way cannot be disclosed to anyone, unless ETS has first given written authorization. Also, ETS will treat confidentially and will not disclose the content of all documents, data and information obtained following the information request process. COMMITMENT OF THE PARTIES This request for information in no way constitutes a call for tenders and does not entail any commitment on the part of the Supplier or ETS. This request for information does not oblige ETS to launch a call for tenders or to award a contract as a result of the steps taken in connection with the request for information. QUESTIONS TO ANSWER ETS has developed questions in the attached Response Form. FOLLOW-UP OF THE REQUEST FOR INFORMATION If necessary, ETS will communicate with Suppliers to clarify the answers.
