The City of Monterey ("City") is seeking proposals from qualified firms or individuals to provide On-Call Consultants for Material Testing Services. The City is a charter city located in the County of Monterey. The City has identified a need to utilize on-call consultants for various Capital Improvement ("CIP") projects and is seeking the services of qualified material testing and laboratory professionals to assist in verification of materials for these projects. The City desires to obtain the services of outside firms or individuals to help the City in quality control of materials for various CIP projects. The selected organizations will provide the full range of services for material testing and quality assurance for various CIP or other public works-related projects within the City. Task orders will be created under a Master Agreement and may include, but are not limited to, work within the public rightof-way, parcels, parking lots, parks, and wharves. Tasks may consist of design support, construction support, or be of a very limited nature. Each task will be based upon an agreed upon scope, schedule and fee. An individual task order will be created under the Master Agreement for the completion of each task. Attached as Appendix A is a list of major work tasks to be accomplished as part of the scope of work. The proposer is asked to define the approach and the specific scope of work and methodology to achieve the objectives presented in this Request for Proposals ("RFP"). The proposer should include a refined scope of work by developing a detailed description of all project tasks, both those suggested in this RFP and any changes, additions or recommendations proposed. The City reserves the right to reject any and all proposals submitted in response to this request or any addenda thereto and may, in its discretion, reissue its Request for Proposals. The City also reserves the right to reject any sub consultant or individual working on a consultant team and to replace the sub consultant or individual with a mutually acceptable replacement. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. When applicable, such as for construction inspectors or material testers, the consultant must pay not less than prevailing rates of wages and be responsible for compliance with all the provisions of the California Labor Code, Article 2- Wages, Chapter 1, Part 7, Division 2, Section 1770 et seq. A copy of the prevailing wage scale established by the Department of Industrial Relations is on file in the office of the Director of Public Works, and available at online or by phone at 415-703-4774. California Labor Code Section 1776(a) requires each contractor and subcontractor keep accurate payroll records of trades workers on all public works projects and to submit copies of certified payroll records upon request. Proposer, and all of proposer's sub consultants, at its and/or their sole expense, shall obtain and maintain during the term of any agreement, all appropriate permits, certificates and licenses including, but not limited to, a City Business License, which will be required in connection with the performance of services hereunder All questions or requests for interpretations must be submitted via online at least ninety-six (96) hours before the proposal submission deadline. If found necessary, interpretation or correction will be made by written addendum, which will be posted on online, and available to all proposers and potential proposers. Such addenda are to be considered as part of this Request for Proposal and shall be binding on all proposers. Question Submission Deadline:May 17, 2024, 5:00pm Question Response Deadline:May 21, 2024, 5:00pm The term of the agreement will be for an initial one (1) year period and will include an option for four (4) annual extensions which will occur automatically unless terminated in accordance with the contract. The total term of this Agreement will not exceed five (5) years. The method of Contractor Selection has not been Determined at this time
