Site work and paving for a civil project in Montecito, California. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

**As of June 10, 2024 project was awarded to American Pipeline Services , awarded amount is $1,816,299.55.** **As of May 23, 2024, this project has not yet been awarded. A timeline for award has not yet been established.** The work includes all labor, material, supervision and equipment necessary to complete the following: Freehaven Water Main Replacement: Installation of approximately 1,750 LF of 8-inch ductile iron pipe, fittings, valves, customer service lines, backfill, pavement restoration, and associated work. Las Tunas Water Main Replacement: Installation of approximately 1,700 LF of 8-inch ductile iron pipe, fittings, valves, customer service lines, backfill, pavement restoration, and associated work. Each bidder must have proper licenses and registrations to complete this work in accordance with the California Business and Professions Code and the California Labor Code. The Engineer's Estimate for Freehaven Water Main Replacement project is $950,000 and for the Las Tunas Water Main Replacement is $900,000. Any bidder who wishes its bid proposal to be considered is responsible for making certain that its bid proposal is actually delivered to the Montecito Water District. Bidders are hereby notified that, as a County Water District organized and existing under and by virtue of Water Code 30000 - 33901, District is not subject to the specific requirements of the Public Contract Code as related to competitive bidding, but has voluntarily adopted policies and/or procedures to encourage and/or utilize competitive bidding principles to: (a) provide qualified bidders with a fair opportunity to enter the bidding process, thereby stimulating competition in a manner conducive to sound fiscal practices and; (b) to eliminate favoritism, fraud and corruption in the awarding of public contracts The proposal shall be accompanied by a proposal guaranty bond in the sum of at least 10% of the total amount of the proposal, or alternatively by a certified or cashier's check payable to the District in the sum of at least 10% of the total amount of the proposal. Per California Civil Code Section 9550, a payment bond in the amount of 100% of the bid total will be required from the successful bidder for bids exceeding $25,000. The bond must be provided within 10 calendar days from notice of award and prior to the performance of any work. A separate performance bond in the amount of 100% of the bid total will be required from the successful bidder. This project is a public work pursuant to Labor Code 1720 et seq of the California Labor Code. Bidders are hereby notified that pursuant to the provisions of Section 1770, et seq., of the Labor Code of the State of California, the Contractor shall pay all workers on work performed pursuant to this Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California for the type of work performed and the locality in which the work is to be performed. The applicable California prevailing wage rate can be found online. In addition, the Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to apprentice public works contracts. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Contractor shall post job site notices, as prescribed by regulation. Contractor shall comply with all requirements of Labor Code 1771.4, except the requirements that are exempted by the Labor Commissioner for the Project. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The Montecito Water District hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, creed, color, national origin, ancestry, sexual orientation, political affiliations or beliefs, sex, age, physical disability, medical condition, marital status or pregnancy as set forth hereunder. Question Deadline 05/06/2024. No oral interpretations will be made to any bidder as to the meaning of the contract documents. Requests for an interpretation shall be made in writing and delivered to the District at least ten (10) days before the time announced for opening the proposals. Interpretations by the District will be in the form of an addendum to the contract documents, and, when issued, will be sent as promptly as is practical to all parties to whom the contract documents have been issued. All such addenda shall become part of the contract.
