Renovation of an educational facility in Sparta, Tennessee. Completed plans call for the renovation of a educational facility.

Project Description The objective of this request for bids is to secure a contract with a firm to renovate the flooring in six (6) restrooms at White County High School, located at 267 Allen Drive in Sparta, Tennessee. The restrooms to be renovated are two (2) student restrooms and one (1) faculty restroom on the academic wing top floor and two (2) student restrooms and one (1) faculty restroom on the academic wing bottom floor, totaling approximately 1,710 square feet. Restroom 1 (Men's Student - Top Floor) - Approximately 302 sq. ft. Restroom 2 (Women's Student - Top Floor) - Approximately 278 sq. ft. Restroom 3 (Women's Faculty - Top Floor) - Approximately 270 sq. ft. Restroom 4 (Men's Student - Bottom Floor) - Approximately 302 sq. ft. Restroom 5 (Women's Student - Bottom Floor) - Approximately 278 sq. ft. Restroom 6 (Men's Faculty - Bottom Floor) - Approximately 280 sq. ft. The student restrooms on both floors have tile flooring with curved base and title on the walls. The wall tile extends to approximately 7.5' high and is painted. The paint will peel off the tiles. Concrete block extends up the remainder of the wall to the drop ceiling, which is approximately 9' high. The faculty restrooms on both floors have similar tile flooring to that of the student restrooms. The top floor faculty restroom has a vinyl cove base, while the bottom floor faculty restroom has a 6" ceramic cove base. Partitions in both faculty restrooms are made of 6" concrete block walls which extend out into the room. All six (6) restrooms have single door entrances and floor drains. Scope of Work 1. Site Visit The awarded contractor will be responsible for conducting a site visit to verify site conditions and measurements before commencing work or procuring materials. Contractors are encouraged to perform this site visit prior to submitting a bid. Please contact Randy Alley, Director of Maintenance, at 931-316-1470 to schedule an appointment. Site visits are by appointment only. 2. Room and Floor Preparation The existing tile shall be ground to an appropriate concrete service profile (CSP). All existing grout lines(both floor and wall) should be patched and filled to make a smooth surface. The vinyl cove base in the top floor faculty restroom should be removed. White County will remove stall partitions (excluding block partition walls in faculty restrooms) and toilets prior to contractor's arrival on site to commence work. Vanities which are attached to the walls will remain. 3. Installation of New Flooring Contractor shall apply an Epoxy Flake Floor System (or comparable) to all six (6) restrooms. a. Student Restrooms - The epoxy system shall extend up the wall to the drop ceiling (approximately 9') in all four (4) of the student restrooms. b. Faculty Restrooms - The epoxy system shall extend up the wall only to create a 6" cove base. c. A high-performance polyaspartic top coat shall be applied to all six (6) restrooms. Contractor must coordinate with White County regarding the floor system brand and color to be utilized prior to commencing work or ordering materials. Project Timetable On site work may commence on June 10, 2024 and must be completed June, 28, 2024. Changes to the project timetable may be made due to delays outside of the contractor's control, but will be at White County's sole discretion. The County reserves the right to charge liquidated damages in the amount of $100 per calendar day when work is not completed within the timeframe. Contractor should expect to receive notice of award no later than May 10, 2024 so materials may be secured and ordered. Requests for additional information or clarifications shall be sent to: Chad S. Marcum Director of Finance White County, Tennessee chad.marcum@whitecountytn.gov Bid Bond For construction related bids, in excess of $100,000 dollars, White County requires a bid bond equal to five percent of the total price of the bid. Contracts for the services of a construction manager shall require a bid bond in the amount of ten percent. White County may request bonds on other services or waive such bond requirements, as determined by the Director of Finance. Performance Bond For construction related bids, in excess of $100,000 dollars, the White County requires a performance bond equal to one hundred percent of the contract price. White County may request bonds on other services, as determined by the Director of Finance. Payment Bond For construction related bids, in excess of $100,000 dollars, White County requires a payment bond equal to one hundred percent of the contract price except as stipulated under T.C.A. 12-4-201. White County may request bonds for other services as determined by the Director of Finance Title VI of the Civil Rights Act of 1964 All interested parties, without regard of race, color or national origin, shall be afforded the opportunity to bid and shall receive equal consideration. Title VI states "No person in the United States shall, on the ground of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program activity receiving Federal financial assistance." White County strives to protect individuals' civil rights through active compliance with the requirements of Title VI.
