Site work for a water / sewer project in Racine, Wisconsin. Completed plans call for site work for a water / sewer project.

Project description Base Bid: 1,700 LF-8" WM, 9 each 8" valves, 3 each hydrant assembly, 39 each - public side lead service replacements, 42 each private side lead service replacements and other minor work. Alternate A: 1,165 LF 8" WM, 5 each 8" valves, 31 each public side lead service replacements, 37 each private side lead service replacements and other minor work. Alternate B: 325 LF 12" WM, 12 each public side lead service replacements, 13 each private side public service replacements and other minor work. Prospective bidders are required to be pre-qualified with the Racine Water Utility or the City of Racine Commissioner of Public Works five (5) days prior to the time of opening bids. Bidders Qualification statement can be found within the contract documents and completed statements can be emailed to @cityofracine.org. This project is subject to the requirements of the Racine Works Program. See Sec. 46-41 of the City of Racine Municipal Code as updated by Ordinance 0020-20 for more information. The contract awarded under this advertisement for bids are expected to be funded completely or in part by a loan from the Safe Drinking Water Loan Program (SDWLP). This procurement will be subject to regulations contained in NR 162.09 and NR 166.12 Wisconsin Administrative Code and appropriate state statutes, including Section 281.61 of the Wisconsin state statutes. Davis-Bacon: The work for this project is subject to the Davis-Bacon and Related Acts (DBRA) compliance provisions. The contractor shall use the Prevailing Wage Rate shown in the Davis-Bacon Wage Rate Tables is- sued by the U.S. Department of Labor Wage and Hour Division. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. 2. The work for this project is subject to all federal-equivalency provisions, "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014, and the Build America, Buy America Act ("BABA") of the Infrastructure Investment and Jobs Act ("IIJA"), P. L. No. 117-58, 70901-52. See section BUILD AMERICA "BABA" FAQS on page 59 for the EPA memo on "BABA". Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless: a. All iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States. b. All manufactured products used in the project are produced in the United States this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation. No bids will be received unless accompanied by a certified check or a bid bond equal to at least five percent (5%) of the bid payable to the Racine Water Utility. c. All construction manufactured materials are in the United States this means that all manufacturing processes for the construction material occurred in the United States. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority- owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals The Racine Water Utility reserves the right to reject any or all bids, waive any irregularities or accept that bid which, in the opinion of the Owner, will serve the best interest of the Racine Water Utility.
