The Grand Forks City Council gave preliminary approval to a preconstruction agreement with McGough and Construction Engineers for the future Altru Indoor Sports and Aquatics Center at its Tuesday night Committee of the Whole meeting. If approved at the council’s meeting next week, the McGough and Construction Engineers team will join the project as the city works through the schematic designs . McGough is based in the Twin Cities and will be partnering with local firm Construction Engineers, based in Grand Forks, for the new complex. The companies recently partnered for the renovation of UND’s Memorial Union. McGough will serve as the construction manager at risk, or CMAR, for the project. This method of project management means the city doesn’t have to work with multiple contractors as McGough will serve similarly to a general contractor. Grand Forks has used this model for its new water treatment plant and currently uses it for the wastewater treatment plant expansion. The preconstruction agreement is worth $195,000, similar in proportion to other preconstruction agreements the city has had with CMAR projects. The preconstruction contract value is typically around 0.2% to 1% of the total project value. The McGough agreement is around 0.1% of the total value. While the city is estimating a maximum cost of $106 million, the total project will likely be lower, reflecting a lower preconstruction contract value. “Tonight, you’re approving the preconstruction agreements so that we can have them join the team and work on the various construct-ability aspects of this project,” Grand Forks City Administrator Todd Feland said. “(McGough will help) do the various value engineering so that we can bring as much of project as we can afford and do that sooner rather than later.” Most recently, McGough worked on the Fargo Parks Sports Complex, which is similar in scope to the Altru Sports Complex. McGough has also worked on other athletic projects throughout the region, including the Two Rivers Activity Center in Jamestown and the Hulbert Aquatic Center in West Fargo. Both the Fargo Park District and Jamestown Parks and Recreation gave their recommendations to Grand Forks. “I honestly don’t know if we could have expected any more from them with respect to attention to detail, a complete commitment to budget adherence and finally just being very communicative and open in their communication and processing of the project's financial and construction documents,” wrote Fargo Park District Executive Director Susan Faus. Feland expects designs to be ready for the council’s decisions in the late summer, with construction starting next spring. The facility is expected to include an indoor competition pool, indoor turf facilities and indoor multi-use program and athletics space. It will be located south of the Alerus Center, on the intersection of 42nd Street South and 17th Avenue South. In other news, the council: Recommended the approval of the sale of revenue bonds to help continue the funding of the lead service line replacement program. To keep the costs to homeowners to a minimum, the city is taking on more of the costs as the state has lowered the amount of loan forgiveness for the program. Recommended approving the bid for the reconstruction of the intersection of Belmont Road and Fifth Street South. Often called “Confusion Corner” the city will reconstruct the intersection to be a mini roundabout. --------------------------------------------------------------------------------------------------------------------------- The City of Grand Forks is seeking statements of qualifications for construction management at-risk services. The project will include the construction of the Altru Indoor Sports and Aquatics Complex (AISAC). The City of Grand Forks reserves the right to hold all proposals for thirty (30) days, to reject any or all proposals, and to waive any formalities thereof. The City of Grand Forks (City) seeks proposals from interested construction management companies that can provide Construction Management At Risk (CMAR) services. Companies responding to this request must submit their proposal in accordance with the enclosed specifications. In 2022, the Grand Forks Park District (Park District), with support from the City, hired BerryDunn, BRS, and WTI to complete an Indoor Sports Facility and Indoor Aquatic Facility Feasibility Study (Feasibility Study). This Feasibility Study was completed in 2023 and led to a proposed city-wide vote for an extension to the existing 0.75% Alerus Center Sales Tax. Funding from the passing of this sales tax extension in November of 2023 will be used to support ongoing capital improvements of the Alerus Center and the development and long-term capital maintenance of the new AISAC. The City and Altru Health System have entered into a naming rights agreement for the AISAC, which will help support the project funding. Additional funding, donor and financial support will be explored and considered throughout the project's development. The AISAC facility will be owned by the City and operations will be managed by the Park District. The City and the Park District have entered a memorandum of understanding (MOU) between each party to provide these management and operation services. The conceptual location of the AISAC is located just south of the existing Alerus Center, west of South 42nd Street, north of 17th Avenue South, and east of Interstate 29. Currently, the proposed project is approx. 185,000 square feet in size and may include the following amenities: - 50 Meter Indoor Competition Pool - 25 Yard Programming Pool - Indoor Turf Indoor Pickleball - Indoor Playground / Youth Adventure Area - Sports Performance and Training Space - Multi-Use Program Rooms - Concessions - Spectator Seating - Facility & Aquatic Support Spaces In addition, the potential additional inclusion or phasing of Indoor Hardcourts and an Indoor Competition Running Track will be considered and may be part of the overall project based on the funding available and the finalized facility program. The budget for the project is estimated to be $106 Million, but is dependent on funding availability. *The bid list for this project may be incomplete.
