PROJECT LOCATION: Tri-Cities Airport, 351 Industrial Park Blvd, Endicott, NY 13760 TYPE OF CONSTRUCTION: Project generally includes the replacement of the Runway 3 & Runway 21 runway end identifier lights (REIL) including removal and proper disposal of the existing REIL on both ends and installation of new LED REIL, foundations, and related local electrical work (conduit, cable, etc.) to reconnect the new REIL to the existing runway series electrical circuit. PROPOSAL SURETY: All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid. No hard copies of the plans and specifications will be provided. Bidders are responsible for checking the above website for all project updates including Addenda. PLEASE NOTE THAT IT IS THE BIDDER'S RESPONSIBILITY TO OBTAIN ALL BID DOCUMENTS (INCLUDING ADDENDA) ON THE MCFARLAND JOHNSON BID PORTAL. Bidders must supply all the information required by the proposal forms. QUESTIONS AND CONTACT WITH THE OWNER: All prospective Bidders, Contractors, Subcontractors, and Suppliers shall direct all inquiries related to this project solely to Charles M. Howe, P.E., Project Engineer, McFarland Johnson by email to chowe@mjinc.com. The deadline for submitting inquiries related to this project is Friday, April 26, 2024 at 12:00 p.m. (Noon) local time. All prospective bidders are encouraged to visit the airport and familiarize themselves with the project site. Site inspections will be allowed by appointment only, on or after the Bid Advertisement date, between the hours of 8:00am and 4:00pm local time up to the day before the Bid Opening date. Prospective bidders shall contact Airport Manager Gerard Corprew per the following contact information to schedule an appointment: Gerard Corprew Phone: (804)450-1230 Email: gcorprew@icloud.com PREVAILING WAGE RATES: Minimum hourly wage rates shall be paid per the wage rate determinations of the New York State Department of Labor and Federal Davis-Bacon Wage Rate Act, whichever is higher. DBE / EEO REQUIREMENTS: The Disadvantaged Business Enterprise Utilization Goal is 4.7%. The EEO goal for the Contractor's work force is 1.1% for Minority participation and 6.9% for Women participation. The project is being funded in part by the Federal Aviation Administration's (FAA) Airport Improvement Program, and the New York State Department of Transportation. However, due to the timeline of FAA funding, the project construction work may not commence until late Summer or Fall 2024. All bid Proposals shall be delivered to the Village of Endicott at the above listed address with the following information clearly labeled on the outside of an opaque, sealed envelope: "Bid for Tri-Cities Airport - Runway 3 & 21 REIL Replacements", Legal name and mailing address of the bidder. When sent by mail, preferably registered, the sealed proposal, marked as indicated above, should be enclosed in an additional envelope. Bid proposals must be submitted in duplicate (one original and one exact copy). The Village of Endicott reserves the right to reject any and all bid Proposals and to waive any informality in bid Proposals received
