Site work and paving for a sidewalk / parking lot in Waynesburg, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Sealed bids will be received by the Greene County Community Development, Greene County, Commonwealth of Pennsylvania, for the following: CONTRACT C000082905 Eva K. Bowlsby Library ADA Ramp and Sidewalk The work included under these Contracts covers the furnishing of all labor, materials, tools, and equipment required to complete the work as described herein, shown on the Contract Drawings and necessary for complete operating facilities. The work under Contract No. 2024-01 generally consists of installing an ADA ramp and sidewalk, retaining walls, and underdrain. 1. ADA Concrete access ramp with sections of curbing and ADA compliant handrails. 2. Walkway and Stairs to parking area 3. Retaining walls 4. 4" underdrain and riprap channel with connected ramp drainage. 5. Re-painting of parking area 6. Install all applicable ADA signage for location, directional/wayfinding and parking signage and required. - Location of Construction Work All construction work is proposed to be performed in Waynesburg, Greene County, PA. Bid envelopes shall be labeled as follows: Sealed Bids for Greene County Community Development CONTRACT NO. C000082905 Equipment and Services to be provided shall be according to the specifications which are on file at the office of KLH ENGINEERS, INC., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the Greene County Community Development office. Copies of the plans and specifications are on file for review at the north Accu-Copy Reprographics location. Pittsburgh - North 302 Thomson Park Drive Cranberry Twp, PA 16066 Phone: 724-935-7055 Fax: 724-935-0250 No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the bids. Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. BIDDER'S SURETY -- A certified check payable to the Greene County Community Development or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected. SUCCESSFUL BIDDING BIDDER awarded this contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract amount. EQUAL OPPORTUNITY EMPLOYER -- the Greene County Community Development fully complies with the provisions of this act. All qualified bidders are invited to submit a proposal. Each bid (form of proposal) shall be accompanied by a bidder's bond, or certified check or cashier's check, in favor of the Eva K Bowlby Library, in the amount of not less than ten (10%) percent of the total of the Bid. The Owner reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the Non-Collusion Affidavit contained in the contract documents. This project is financed in part by a grant from the Federal Department of Housing and Urban Development and the Pennsylvania Department of Community and Economic Development in cooperation with Greene County and is subject to all related federal regulations. Federal prevailing wages established under the DavisBacon Act will apply to this contract. The contract documents contain requirements addressing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, illegal alien employment prohibition, and related matters. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222, PA Steel Products Procurement Act, and must meet guidelines and practices established by the County of Greene and Eva K Bowlby Library and all other appropriate federal regulations including: 1)Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended. Bidders shall certify that they are not debarred from participating in federally funded contracts. The Bidders attention is called to the "Minority/Women Business Participation" requirements contained in the Project Specifications. The CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. The County of Greene has established minimum level of participation of 5% MBE and for WBEs 3%. MBE-WBE utilization is based on Executive Orders 11625, 12138, and 12432, and the Service will comply with these orders by requiring for Recipients to submit this information to the Service, when applicable. The Bidders attention is also called to the Section 3 minimum numerical goals found at 24 CFR Part 135.30 which outlines a goal of 10% of the total dollar amount of all covered construction contracts to Section 3 businesses. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. The bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 Business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The County of Greene and Waynesburg Borough do not discriminate in regard to race, color, religion, sex, ancestry, marital status, disability or the use of a guide or support animal because of physical handicap, or age, in the provision, admission, employment, sexual orientation, national origin, gender identity or expression, family responsibility or familial status. Q/A- All questions about the meaning or intent of the Contract Documents shall be submitted to ENGINEER in writing. Replies will be issued by Addenda and an email notice will be sent to all parties recorded as having received the Bidding Documents. Questions received less than five days prior to the date of bid opening may not be answered.
