Termini: Us 70 Relief Route, Various Locations From Mp 11.750 to Mp 15.293 and Us 70, Mp 348.149 to Mp 348.500 For 0.296 Miles County: Chaves (District 2) Type of Work: Bridge Preservation Contract Time: 80 Working Days Dbe Goal: at This Time Nmdot Will Meet the State Dbe on Federally Assisted Projects Through a Combination of Raceneutral and Race-conscious Measures. This Project is Subject to Race-conscious Measures. The Established Dbe Goal for This Project is 0.00%. Licenses: (Gf-2 or Gf-98) and (Ga-1 or Ga-98) Funding Type: Federal-aid Listing Threshold: None Wage Rate (Federal): Nm20240036 Wage Rate (State): Type "a" (2024) As a condition to submitting a Bid all Bidders bidding as Contractors are required to be prequalified with the NMDOT's Office of Inspector General seven (7) Days before Bid Opening per 18.27.5 NMAC. All Subcontractors are required to be prequalified before performing any Work and prior to supplying goods or services to the Project. The Bidders prequalification factor rolling average will be applied to any Project with an engineers estimate greater than $5 million. All Bidders submitting Bids valued over sixty thousand dollars ($60,000.00) shall be registered with the Department of Workforce Solutions (DWS), Labor Relations before Bidding. The Bidders registration number shall be included on the Bid Form. If a Bidder appears on the DWS list of willful violators of the Public Works Minimum Wage Act (NMSA 13-4-14), the NMDOT shall reject the Bid and shall continue to reject Bids from that Bidder for three years after the date of publication of the list. The Bidders Bid Guaranty shall be five percent (5%) of the Bidders Total Bid Amount and shall be submitted before Bid Opening through either Surety 2000 or Tinubu Surety. Failure of the Bidder to comply with this Advertisement shall render the Bid non-responsive and the Bid shall be rejected. NMDOT - 003 - Bridge Preservation - US 70 The Contractor shall use the Build America/Buy America Product Information Sheet (BABA/BA Spreadsheet) provided by the Department to certify all construction Materials meeting the requirements as listed in the Special Provisions Clarifying Section 106.12, "Buy America Requirements". The Contractor shall download the BABA/BA Spreadsheet in Microsoft Excel format (.xlsx) from the NMDOT website at Construction Guidelines, Office Procedures, Materials & Material Testing Information | NMDOT, under Construction Project Office Forms. Use of the BABA/BA Spreadsheet will be discussed during the Pre-Construction Conference. Preparation of the BABA/BA Spreadsheet shall be Incidental to the Project. The New Mexico Department of Transportation will support the Contractor's voluntary use of an Electronic Ticket Delivery System (e-Ticketing system) to monitor, track and report loads for certified weights of asphalt mixtures, in accordance with Section 416, "Minor Paving", Section 423, "Hot Mix Asphalt (HMA) (Major Paving) and Section 424, "Warm-Mix Asphalt (WMA) (Major Paving), from the asphalt point of measurement to the point of incorporation into the Project. The Contractor shall provide all hardware, and internet access for the plant. The Contractor shall provide and utilize a fleet track system that allows for the integration of data into HaulHub for approval by the Department. The e-Ticketing system Equipment and software requirement will be discussed during the Pre-Construction Conference and again during the Pre-Pave Conference. This Work consists of the following: 1. Providing and placing surfacing Materials, including Subgrade Preparation, Base Course, Prime Coat, Tack Coat and HMA/WMA as required in accordance with the Plans; 2. Maintaining, removing, hauling, and disposing of Detour pavements in an environmentally Acceptable manner; and 3. Hauling and stockpiling salvageable Detour pavements as directed by the Project Manager. Embankment, drainage, and major Structures will conform to their applicable Sections. This Work consists of constructing one (1) or more pavement courses of Hot Mix Asphalt (HMA) or Warm Mix Asphalt (WMA) on a prepared subgrade, aggregate base course or milled surface. This Work consists of manufacturing and erecting pretensioned Prestressed Concrete Bridge Members and Precast Prestressed Slabs. This Work consists of preparing a Storm Water Pollution Prevention Plan (SWPPP), constructing, inspecting, and maintaining erosion, sediment control, and storm water pollution prevention facilities for the discharge of storm water associated with construction activity. This Work includes construction phase activities through final stabilization. The Contractor shall follow requirements in this section regardless of a watercourse's jurisdictional status when Projects are over one (1) acre or contain disturbed slopes with bare ground steeper than 3:1 regardless of acreage. Projects less than one (1) acre that do not have slopes steeper than 3:1 are not required to have SWPPP measures. The Contractor shall prevent erosion, sediment, and construction related pollutants from leaving the Project and protect channels, conveyances and waterbodies within or adjacent to the Project. Channels shall include any ephemeral, intermittent, and perennial watercourse including arroyos, acequias, ditches, drains and conveyances. This Work consists of preparing the soil, seeding, mulching, crimping and the application of Temporary Soil Stabilant to areas stripped of vegetation during construction operations and are required to be revegetated. Construction staking and digital submittals are included in the scope of the revegetation Work. The Contractor shall have at least one (1) certified seeding Inspector during seeding operations. This Work shall consist of providing and installing Bat Box(es). A Bat Box consists of modular bat unit panels, mounting racks and associated hardware. This Work consists of providing trees, shrubs, and other Materials necessary to complete the landscape. This Work includes labor, Equipment, and the performance of operations including planting, fertilizing, watering, cleanup of planting areas, and replacement of unsatisfactory, damaged, and unacceptable planting Materials. The Department will sample and test Materials for Acceptance unless otherwise specified in the Contract. Department testing is not for Quality Control. This Work consists of Minimum Testing Requirement's (MTR's) for the Department and Contractor which includes construction sampling, tests, and testing frequencies of Materials incorporated into the Work for Acceptance and Quality Control. Embedded galvanic anodes are designed to provide localized corrosion protection. When placed at theappropriate spacing along the perimeter of the concrete patches or along the interface between new andexisting concrete, the anodes mitigate the formation of new corrosion sites in the existing concrete inadjacent areas. The Contractor shall furnish all Materials, storage, handling, tools, Equipment, labor, and other appurtenances necessary to complete the Work.
