Responses are being solicited by the Wayne County Airport Authority (Airport Authority) for the purpose of contracting for Professional Engineering design and related services for multiple capital improvement and maintenance projects at Detroit Metropolitan Wayne County Airport (DTW) and Willow Run Airport (YIP). This RFQ contains two (2) contract opportunities (herein referred to as Packages). The scope of services and projects that will result from this RFQ may be federally funded. A separate Response must be submitted for each package and prospective Respondents may respond to one or both of the packages. The successful Respondent (Consultant(s)) to either package will be responsible for providing all required services requested by the Airport Authority that are related to providing complete consulting services at DTW and YIP. The Consultant(s) will provide engineering and related services requested and authorized by the Airport Authority. The Airport Authority will issue authorization for each task under the contract based on the requested services and a not-to-exceed or lump sum fee. Complete fees for projects identified in this RFQ as well as hourly rate fees, unit rates fees, and other customary fees for any future task or projects will be negotiated with the Consultant(s) prior to award of a contract. The packages are: Package A - On-Call Reinforced Concrete Parking Structures and Associated Facilities Engineering Services Package B - On Call Professional Landside Civil Engineering Services Owner Rights: The Wayne County Airport Authority reserves the right to award multiple contracts for the services included in this RFQ. , the Airport Authority has the right to reject the respondent's bid in its entirety as non-responsive. The Airport Authority reserves the right to cancel this solicitation, in whole or in part, as well as reject any or all Responses, or to accept or reject any Response in part, and to waive any minor informality or irregularity in Responses received if it is determined by the Chief Executive Officer (CEO) or his designee that the best interest of the Airport Authority will be served by so doing. If the solicitation is cancelled or all Responses are rejected by the Airport Authority, a notice will be posted on MITN. SMALL BUSINESS ENTERPRISE (SBE) PARTICIPATION: The Airport Authority encourages participation from small businesses headquartered in the ATA on all non-federally funded contracts A SBE participation goal of at least twenty percent (20%) with Good Faith Efforts has been set on this solicitation and is required as a matter of responsiveness. SBE participation can be met by a combination of any SBE prime contractor, subcontractors and/or suppliers. Responses including voluntary participation of 30% or more may be eligible to receive SBE Equalization Credits during the evaluation process.
