The City of Hesperia, hereinafter referred to as "City", is seeking sealed bids from qualified vendors, hereinafter referred to as "Bidder", to perform generator maintenance. Scope of Work: The Contractor shall adhere to all safety precautions at all times. Advanced notice is required, prior to each visit, to be given to the City. All work conducted at City facilities shall be conducted from 6:30 am to 3:30 pm. A service report shall be provided for each generator inspected listing all predictive maintenance components needed to accomplish preventive and predictive maintenance. The service report shall contain all work completed as well as all follow up work with completion dates. The City shall be notified in advance when life equipment is used to accomplish maintenance of any kind. All technicians shall be properly licensed/certified as to comply with all Federal, State, and local laws, ordinances, rules, and regulations applicable to technician's performance. All repairs/services shall be under warranty against defective materials and workmanship for a period of ninety (90) days from the date of completion of the service or repair. Factory parts shall be warranted for six (6) months. A. Maintenance Service Level 1: Predictive/Preventive Maintenance Level #1 shall be performed on an annual basis. Inspection and maintenance shall include, but not limited to the following: 1. Overall condition of unit 2. Cooling system (v-belts & hoses) 3. Fuel system 4. Air intake and exhaust system 5. Lube oil system 6. Starting system and batteries 7. Engine safety controls 8. Generator and control panel 9. Block heaters and battery charger 10. Operation of engine and generator 11. Coolant container, fuel and oil filters, replacement oil, and gaskets 12. Lube Oil System (change oil and filters, take oil sample, clean crank case breather) 13. Intake and exhaust (adjust valves if needed, and inspect turbo) 14. Generator (check voltage, lube generator bearing if needed) 15. Control panel (check controls and gauges) 16. Load bank testing B. Repair Services: Services not covered under Level #1 shall require pre-approval of the City and repair parts shall only be original equipment manufacturer (OEM) or better parts used to make repairs. Prior to using non-OEM parts, a comparison data sheet shall be provided to the City. All non-OEM parts must be approved by the City prior to installation. To verify Contractor's parts cost, the Contractor shall submit copies of manufacturer's invoices when non predictive/preventive parts are supplied. C. List of Generators: The Contractor shall provide generator maintenance for the following: 1. Generator #23 Well (#23 Well) is located at 12900 Sultana Ave., Hesperia. The generator is a CAT 3408 SR# 30A013109 and is a 150 kw. 2. Generator #22 Well (#22 Well) is located at 7499 3rd Ave., Hesperia. The generator is a CAT 3508 SR# 23201297 and is a 750 kw. 3. Mojave Yard Generator (Mojave Yard) is located at 17282 Mojave Street, Hesperia. The generator is a CAT 3406 SR# 2WB04267. 275KW 4. Generator SP#2 Well (SP#2 Well) is located at 8343 I Ave., Hesperia. The generator is a Deer Power Systems, Family #2JDXL06.80.14, Model# 404STF150, SR# PE404ST22098 and is a 50kw. 5. City Hall Generator (City Hall) is located at 9700 Seventh Ave., Hesperia. The generator is a General, Model # 607943, SR# 2085993, DAEWOO Series SO 500 18L - SD600 22L and is a 600 kw. 6. Police Department Generator (Police Department) is located at 15840 Smoke Tree Street, Hesperia. The generator is a CAT C18, SR# ES00996 and is a 600 kw. The City Contact, hereinafter referred to as "Contact", is the sole point of contact for this solicitation. All communication shall be in writing and submitted to the Contact. Bidders are not permitted to communicate with other City staff or officials about this RFB, except for during pre-bid meetings, demonstrations, and/or interviews, unless otherwise directed by the Contact. Failure to provide said contact information may result in late notifications and/or incomplete bids. A three (3) year contract will be awarded to the lowest responsive/responsible bidder effective until June 30, 2027. Services are scheduled to begin July 1, 2024. Question Deadline 04/30/2024 at 1:00 PM PT Inquiries are due. The City shall respond to inquiries no later than May 1, 2024. Inquires submitted after this deadline will not receive a response. Reservation of Rights The City expressly reserves the right to modify and/or suspend any and all aspects of the RFB, to obtain further information from any Bidder responding to this RFB, to waive any defect as to form or content of this RFB or any response thereto, to extend deadlines for accepting responses, to reject any and all responses to the RFB, and to choose the firm that best serves the City's interests, at its own discretion. Should all bids be rejected a written notification will be sent to all Bidders to this effect. The City also reserves the right to select another Bidder in the case that the original Bidder, for any reason, is unable to perform, or is dismissed from the project.
