Delta Diablo is seeking proposals from qualified contractors to provide street sweeping services for the City of Antioch and the unincorporated area known as Bay Point. Services includes residential and commercial sweeping of all public streets and from time to time may include special events, special leaf sweeping, and emergency call-out sweeping services. This includes furnishing the necessary equipment, labor and materials, supervision, and traffic controls, if necessary, to sweep mostly curbed public streets, bicycle lanes, curb returns, median islands and center merge lanes, according to the scheduled calendar below. Street Sweeping will be done in a thorough, regular, and consistent manner. This includes making multiple passes as appropriate to ensure that debris and trash is cleaned in the street according to the RFP and the District's satisfaction. If there is a problem with too much debris or problem, Contractor contacts the District contact to make them aware of the situation. In most residential areas, street sweeping will be performed once per month. Some residential and commercial areas are street swept twice per month; The District street sweeping routes currently total approximately 1116.8 monthly curbed miles. In addition, some areas of the District have a large amount of leaves that accumulate. Extra passes and trips to the landfill may be required during the fall and winter months to collect the extra leaves. The exact timing depends on the weather and types of storms that occur. It is agreed by the parties to the contract that in case all the work called for under the contract in all parts and requirements, is not finished or completed as set forth in these specifications and plans, damage will be sustained by the District, and that is and will be impractical to ascertain and determine the actual damage which the District will sustain in the event of and by reason of such delay; and it is therefore agreed that the Contractor will pay the District the sum of two hundred dollars ($200) per day for each and every working day in which work was not carried out as required by this agreement and signed general services contract.The Contractor agrees to pay said liquidated damages as herein provided, and in case the same are not paid, agrees that the District may deduct the amount thereof from any monies due or that may become due the Contractor under the contract. Liquidated damages will not be assessed due to inclement weather, acts of God or of the public enemy, act of the District, fire, floods, epidemics, quarantine restrictions, strikes, or by any act the District not contemplated by the contract.
