The intent of this Request for Proposals (RFP) is to solicit sealed proposals from qualified, responsible, and responsive proposers. The result will be a contract for a Grounds Maintenance Program for the Oconee County School District (OCS) Instructional Support Center (ISC) facility. OCS point of contact will be Steve Bridenbaugh, Director of Maintenance. OCS comprises twelve (12) school facilities, as well as Board Offices, and other support buildings. Areas of service only includes the ISC facility. See Appendix B for a map of the property. Consistent, reliable, scheduled services are integral to the success of the Grounds Maintenance Program. A dedicated team to provide grounds maintenance services is expected as part of this contract. Proposer shall ensure that staff assigned to this project are adequately trained in commercial grounds maintenance techniques and that the most current grounds care principles are followed. This contract is a twelve-month contract with options to extend up to four (4) times in 12- month increments. OCS is not required to offer, nor is the proposer required to accept, any contract extensions. Contract extensions will allow, but not guarantee, a price modification of not more than five percent (5%) per annum for inflation and other factors. Changes in scope will be added or deleted on an as needed basis. OCS assumes neither responsibility nor obligation to proposers and is not responsible for any costs associated with submission of the proposal. OCS is not responsible for costs associated with research or documentation required as a part of the proposal, or any costs associated with oral or written presentations required as part of the selection committee's evaluation. Respondents to this RFP agree to waive any claims they have or may have against the Owner, its employees, agents, members, representatives, and legal counsel, arising out of or in connection with the: (1) administration, evaluation, recommendation, or selection of any proposal; (2) waiver of any representations under the proposal or documents; (3) approval or rejection of any proposal; and (4) award of a contract. OCS' decision regarding acceptability of any firm's qualifications/proposal shall remain entirely with OCS' sole discretion. The criteria for making this judgement will include but not be limited to price, demonstrated capability to handle workload, trained staff, and work experience in a similar school district of same scope and size as OCS for at least the last five years. OCS assumes no responsibility for the proposer's failure to accomplish delivery and reserves the right to return all proposals received after the deadline unopened. Proposals will be reviewed by a committee and all participants will be notified of the recommendation of proposal award before 5:00 p.m. Tuesday, June 10, 2024. Acceptance or Rejection of Proposals Proposal and all conditions must remain valid for a period of not less than ninety (90) days to allow for evaluation and award. OCS reserves the following rights: to reject any and all proposals that, in its sole opinion, fail to meet exact requirements of the specifications provided in this RFP to accept the proposal that is, in its sole judgement, in the best interest of OCS which may or may not be the lowest proposer. to request supplemental information from any or all of proposers oto reject any and all non-responsive proposals to waive irregularities, formalities, or technical defects in any proposal as OCS may elect to waive to reject all proposals without cause to issue subsequent requests for new proposals to discontinue negotiations with one proposer if progress is unsatisfactory, and commence discussions with another proposer to award all, or any portion, of this RFP to multiple proposers if deemed in the best interest of OCS.
