Renovation of a municipal facility in Springfield, Ohio. Working plans call for the renovation of a municipal facility.
As of 5/13/2024 It will be going back out to rebid. Clark County Family Services Training Building Repairs (the "Project") The estimate of probable cost for this project is $763,000.00. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. Domestic Steel Use Requirements as Specified in Section 153.011 of the Revised Code Apply to This Project. Copies of Section 153.011 of the Revised Code Can Be Obtained From Any of the Offices of the Department of Administrative Services. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as "Bid for the Clark County Family Services Training Building Repairs Project". The name and address of the bidder must also appear on the outside of the envelope. Each bid must be accompanied by a bid guaranty in accordance with the Instructions to Bidders. Failure to Submit a Proper Bid Guarantee Will Automatically Invalidate the Bid. Successful bidder will be required to post an acceptable Performance Bond in accordance with the Instructions to Bidders. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests, a copy of which are included in the bid documents. Attention of the bidders is called to the following: compliance with the County's Equal Opportunity Policy; and signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a Non-Discrimination Provision, an Affidavit in Compliance with ORC 3515.13, and Quality Contracting Standards, which are to be included and returned with the bid. Bidders must also meet the insurance requirements of the County. PLEASE NOTE: the County is exempt from all Federal, State, Local and/or Excise Taxes. The board of county commissioners of clark county, ohio reserves the right to reject any and all bids; and the board also reserves the right to waive any defect in a bid which does not materially alter the bid item. In the event that anything in this Notice is in conflict with any other Contract Document, this Notice shall control, except that: (1) Bidders shall provide the labor, equipment or materials of the better quality or greater quantity of Work; (2) Bidders shall comply with the most stringent requirements; and (3) if a bidder notifies the Design Professional of the conflict at least seven (7) days prior to the bid opening, the Owner's representative may authorize an addendum to be issued, and the terms of such addendum shall control.
