The Washington County Public Works Department is issuing this Request for Proposal (RFP) to provide final design services for a single track mountain bike trail system within Lake Elmo Park Reserve. Lake Elmo Park Reserve is a 2,179 acre park located in the center part of Washington County and is the County's most popular park, receiving over a half a million visits a year. The park offers a number of facilities and activities to park users, including put not limited to swimming, hiking, fishing, boating, cross country skiing, camping and biking. Notice of Consultant Selection May 29, 2024 Anticipated Contract Approval June 14, 2024 It is anticipated but not guaranteed that the selection of a consultant will be completed by Wednesday May 29, 2024. Following notification of the selected consultant, it is expected a contract will be executed between both parties by Friday June 14, 2024. Any questions regarding this RFP should be directed via email to michael.kline@co.washington.mn.us by 4:00 PM on Thursday, May 9, 2024. If a question pertains to a clarification of this RFP, the question and answer will be posted on the County's website. Only written questions and notifications will receive responses. Washington County reserves the right to disregard questions received after 4:00 PM on Thursday, May 9, 2024. An addendum will be issued through the same communication medium as this RFP was originally distributed no later than 4:00 PM on Tuesday, May 14, 2024. The successful Consultant will have the ability to perform all the functions below. Consultants who cannot provide the full range of requested services may submit a proposal but must clearly note any services listed in this request which would not be provided. Consultants are also encouraged to highlight any services for which they possess particularly notable qualifications. Scope of Work to be Performed o Consultant shall use the 2021 single track design study recommendations to assemble final design plans. The final plans and other necessary bid documents shall be provided to the County in early November of 2024 to ensure the bid documents can be advertised by November 22, 2024. o Consultant shall perform a site visit with the County to reevaluate the trail alignments that were given in the 2021 design study, specifically areas where ash tree removal has occurred and areas where the single track trail crosses existing trail systems within the park. o Consultant shall provide all necessary signage recommendations and locations on the plans for the single track trail. o Consultant shall provide gate recommendations and locations on the plans for the single track trail. o Consultant shall provide the County with GIS shapefiles of each trail layout. o Trails shall be designed in conformance with the design best practices and standards established by the International Mountain Bicycling Association to avoid problems with soil erosion and minimize impacts on vegetation and natural resources.
