Renovation of a transportation facility in Greensboro, North Carolina. Completed plans call for the renovation of a transportation facility.

The Program Manager selected under this solicitation will operate as an extension of PTAA staff. In this capacity, they will review and provide input on design documents, proposed project costs, overall schedule management for the owner, monitor the activities of the CMAR, inspect work completed and administer the monthly payment procedure between PTAA and CMAR for work complete. If a firm intends to retain sub-consultant(s) to assist in the performance of any of the services within the Scope of Work, the sub-consultant(s) should be identified in the firm's response to this RFQ, and the firm should include not only its own information, but also the qualifications and experience of its sub-consultant(s) and their personnel, in response to the "Evaluation Factors" below. If the firm itself holds a professional license, that information should be included within the qualifications that it discloses. A description of the program management responsibilities with the number and roles of the staff that performed those responsibilities. PTAA reserves the right to reject SOQs that do not meet these requirements. Please note that it is the responsibility of each firm to verify receipt of all addenda issued for this RFQ. 30% SD Documents May 2024 60% DD Documents October 2024 90% CD Documents for Permitting May 2025 100% CD Documents "Issued for Construction" July 2025 Final GMP Terminal Modernization Package Document October 2025 Construction Notice to Proceed November 2025 PTAA is soliciting SOQs to engage the services of a qualified firm to provide Program Management Services for the construction of the PTI Terminal Modernization (TM) project. The TM project is being designed and constructed using a design team and a construction manager at risk (CMAR) and involves the following elements: A. Replacement of the existing North and South concourses with a single concourse parallel to the interminal building. 1) When complete, the enplaning level of the new concourse will have fourteen gates and hold rooms supporting the projected fleet mix, multiple food and retail concessions areas, new restroom banks, wellness services, support areas and building systems spaces. 2) The deplaning level of the new concourse will house airline operation areas, central mechanical/electrical/IT rooms, airport operation areas, storage, common loading dock, central trash area, future FIS station and other support functions. B. Renovation of the deplaning level of the existing terminal building (approximately 125,000 square feet) to accommodate a centralized baggage claim, TSA bag screening, rental car counters, TSA offices, PTAA offices and storage, PTAA Police Department, conference center, restrooms, and other support functions. This renovation will also require the installation of a fire protection system on this level of the terminal building. C. Renovation of the enplaning level of the existing terminal building to accommodate a centralized checkpoint, updated airline ticket counters, concessions, offices, and necessary building spaces. D. Other features determined necessary through a collaborative design effort. The detailed scope will be prepared in cooperation with the selected firm. The intent of the Program Manager role is to supplement PTAA staff throughout the entire program, from design through construction, by bringing technical skill, experience, and capacity, to facilitate a successful project. PTAA expects that a single point of contact for the Program Manager team will be consistent, from design through construction, attending all design and then construction progress meetings. This point of contact is expected to be involved in the program part-time during the design phase, attending the biweekly meetings in-person and the weekly design meetings virtually, and then transitioning to fulltime on-site when needed, as necessary, prior to and during construction. The Program Manager team will ramp up and down as necessary for the milestone reviews during the preconstruction phase and will have full-time inspectors and staff as necessary to support PTAA during the construction phase. The following items are some of the anticipated duties and responsibilities of the Program Manager. Preconstruction Phase: o Work as extension of PTAA staff and facilitate coordination between CMAR and designers. o Provide design review at 30%, 60%, 90%, and 100% levels of design completion. o Evaluate cost savings alternatives. o Evaluate recommendations and constructability comments from CMAR at each phase of design. o Review project costs estimates and evaluate the proposed final Guaranteed Maximum Price of the CMAR. o Evaluate the CMAR's proposed Schedule of Values. Review the progress schedule, shop drawing submittals, field reports, testing reports, etc. prepared by CMAR and/or subconsultants and coordinate with the Architect of Record. o Coordinate and monitor the work of the CMAR and oversee the coordination of construction work with PTAA. o Full-time, on-site inspection of the work in progress and monitor the testing results/reports provided by the CMAR. o In conjunction with the Procore site hosted by the CMAR, maintain orderly files for any project correspondence, shop drawings and samples, reproductions of original contract documents including all work directive changes, addenda, change orders, field orders, additional drawings issued subsequent to the execution of the contract, clarifications and interpretations of the contract documents, progress reports, and other project-related documents. o Prepare project update reports. o Review and process pay applications from the CMAR to reimburse project costs in compliance with the procedure established and agreed to by PTAA. o Review and resolve project quality issues. o Advise PTAA of any proposed Change Orders and Change Directives. o Any and all activities required by PTAA to perform Program Management The Program Manager selected under this solicitation will operate as an extension of PTAA staff.
