The Carroll County Office of Procurement, in cooperation with the Bureau of Utilities, is soliciting bids from contractors to provide the labor, material, equipment, and services necessary to construct the Freedom District Water Treatment Plant Finished Water Pump Upgrade Project. The water treatment plant is located at 5631 Oakland Road, Eldersburg, MD 21784. The scope of work includes the installation of two (2) 1,700 GPM vertical turbine finished water pumps, 200 HP electric motors, piping and valve appurtenances, control systems, variable frequency drives, and other work indicated in the Contract Documents. Contractors are responsible for bidding on the Contract Documents. The Contract Documents include this Invitation for Bids, final design plans, technical specifications, general specifications, and general instructions. Contractors shall provide a total lump sum bid based upon the requirements of the Contract Documents. Award of this bid will be made to the lowest, most responsive, and responsible bidder that meets or exceeds the terms, conditions, and specifications of this solicitation; is in the best interest of the County; and is qualified to perform the work based on the determination and review of the references provided of similar size, scope, and ability. The successful Contractor shall provide all labor, material, equipment, and services necessary to complete the assigned tasks. The contractor shall commence the Work within thirty (30) working days of the date of the official written Notice to Proceed as issued by the Carroll County Bureau of Utilities. If the Contractor is unable to start the project within the designated time frame, the next responsive Contractor may be awarded the project. All work performed under this contract must be accomplished in an expedient and timely manner and within a specified timeframe. The completion time for this Contract is no later than three hundred sixty-five (365) calendar days from the date of commencement.
