Bay Point Trash Capture Installation. General work description: The work to be done generally consists of installing a prefabricated Debris Separating Baffle Box (DSBB) on Willow Pass Road at Alves Lane in the Bay Point area. Work includes temporary water diversion and dewatering, roadway and structure excavation, temporary shoring, installation of DSBB unit and manhole, reconstruction of roadway and slurry seal, and replacing roadway striping. Engineer's cost estimate: $927,500 Number of Working Days: 40 You are required to subcontract a minimum of 24% of your bid in accordance with the Mandatory Subcontracting Minimum requirements within these special provisions. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The Contractor must possess a valid Class A or Class C-12 License at the time the Contract is awarded. Prior to submitting a bid, the Contractor and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5, subject to limited legal exceptions under Labor Code section 1771.1. This contract will be subject to compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder must furnish a payment bond and a performance bond. Pursuant to Public Contract Code Sections 7201 and 9203, the Public Works Department will retain 5 percent of the contract price until final completion and acceptance of the project. For any classification not included in the list, the minimum wage will be the general prevailing rate for Contra Costa County. The Contra Costa County Board of Supervisors has adopted a policy, which applies to this project if the contract amount equals or exceeds $1,000,000, that requires the successful bidder (prime contractor), as a condition of contract award, to negotiate and sign a project labor agreement (PLA) with the Contra Costa Building and Construction Trades Council. The prime contractor must require all subcontractors, as a condition of working on the project, to sign the PLA.
