Pea Ridge Public Service District (Owner) is requesting Bids for the construction of the following Project: Guyan Estates Sewer System Rehabilitation Thrasher Project Number T20-11031 The Project includes the following Work: Cured-in-Place Pipe Lining (CIPP) of approximately 18,600 LF consisting of six (6) inch, eight (8) inch, and ten (10) inch. Bids are requested for the following Contract: Guyan Estates Sewer System Rehabilitation. The Work will be substantially completed within 210 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 240 days after the date when the Contract Times commence to run. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Pea Ridge Public Service District in an amount equal to five percent (5%) of the base bid. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. The contractor will be required to pay the federal wage rates appropriate for each worker classification. Drug Free Workplace - West Virginia Code 21-1D-5 providesthat any solicitation for a public improvement construction contract requires each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid.
