The City of DuPont has received FHWA grant funds for the construction of pavement marking, signage, curb ramp, and Rectangular Rapid Flashing Beacon project in various locations throughout the City. The city desires to retain professional engineering services from qualified engineering consultants to prepare bid-ready plans, specifications, and cost estimates (PS&E) for this project in conformance with LAG Manual requirements. The project includes: Citywide reflective striping and signage treatment improvements and assessment of fixed objects at roundabouts: 1. Ridge View Drive/McNeil Street roundabout, reconstruct curb. 2. McNeil Street/Gaul Avenue roundabout 3. Palisade Boulevard/Tolmie Avenue roundabout. 4. Palisade Boulevard/Kincaid Street roundabout. 5. McNeil Street/Marshall Circle roundabout 6.Hoffman Hill Boulevard/Burnside Place roundabout Consultants may be considered for subsequent phases of
work associated with this project. This project currently has a mandatory 0% DBE goal. Desired consulting
services for the design phase of the project include but are not limited to preparing preliminary design,
Environmental Review and permitting, Survey, Preparation of Plans Specifications, and Cost Estimates, and Bid
and Award Assistance. Future phases of work may include Construction Management, at the discretion of the
City. Required Information: 1. The Consultant is to provide a statement that the assigned personnel will not be substituted without CITY approval. 2. A list of State of Washington Municipal Agencies where the Consultant has provided similar services in the last five years. Include projects descriptions, contact names, telephone numbers along with the references. 3. State the availability of the personnel proposed for the services and current project commitments and schedules. 4. The Proposal should include a base rate to provide these services to the CITY. The CITY's consideration will include an evaluation of qualifications and experience of individuals and the rates proposed. Rates will not be used during the evaluation process. 5. A discussion of the Consultant's understanding of the work. 6. A discussion of the consultant's approach and philosophy. 7. Proposals, including all covers, tabs and resumes shall not exceed 20 MB. Proposals due: May 24, 2024 o Interviews, if needed: Week of May 28, 2024 o Tentative Award of Contract Late June 2024 o Tentative Start July 2024 Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: Question Deadline 05/03/2024 1) Qualification of Proposed Project Manager 2) Qualifications/Expertise of Firm 3) Ability to complete the design by September 2024 4) Approach to project 5) Familiarity with WSDOT/FHWA standards and FHWA requirements 6) Past Performance/References Proposals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
