The Crowley Independent School District is inviting qualified vendors to submit a RFP (Request for Proposal) to provide districtwide solid waste & recycling services annually. This RFP will be good for one (1) year with the option to renew for an additional three (3) years in one (1) year increments with mutual consent of all necessary parties. Awarded vendor must be able to add any district requested solid waste bins and or recycling bins to this agreement on an "as needed" basis under a co-terminus contractual agreement that aligns with this RFP. The Director of Maintenance & Operations will be named the primary contact for all Crowley ISD solid waste & recycling bin requests. Crowley ISD requests that all pickups be made between the hours of 6:00 a.m. and 12:00 p.m. on the scheduled pickup days. Under certain circumstances, Crowley ISD reserves the right to request pickup times outside of these hours. In those instances, Crowley ISD expects to work collaboratively with the awarded vendor to arrive at a prompt and feasible resolution. The terms and conditions of this RFP will become part of any sub-sequent contract and in case of conflict, the terms/conditions of the RFP takes precedence over the "standard" contract or binder regardless of any language to the contrary in the "standard" contract or binder. This RFP will be awarded to either a single respondent and or multiple respondents based upon the evaluation criteria of all proposals received. The District will award the vendor or vendors that are most conducive to Crowley ISD needs. A contract for these services will be executed with the successful vendor(s) as a result of this process. Under the "Attachments" tab, interested vendors may review the list of requested solid waste bins with regular and summer schedule along with a list of requested recycle bins with schedules for the District. The current solid waste & recycling services bid will expire on June 30, 2024. The District reserves the right to reject any or all proposals, and all proposals submitted are subject to this reservation. Proposals may be rejected, among other reasons, for any of the following specific reasons: A. Proposal received after the time limit for receiving proposals as stated in the advertisement. B. Proposal containing any irregularities. C. Unbalanced value of any items. D. Improper or insufficient proposal guaranty, if required. E. Where the Proposer, any Sub-contractor or Supplier, or the surety on any bond given, or to be given, is in litigation with the District or where such litigation is contemplated or imminent, in the sole opinion of the District. All questions must be submitted in writing (email) and received by 5/6/2024 at 12:00pm. No verbal responses will be provided. Please address all questions to: nadia.powers@crowley.k12.tx.us. Should questions be received by CISD, an addendum will be provided on 5/8/2024 via online by the end of business day. Bid will close promptly at 2pm on 5/22/2024. Prices will be read aloud on 5/22/2024 at 2:30pm via Zoom. The Zoom link is provided within attribute #15 and this reading is not mandatory. Once bid is evaluated, the recommendation is taken to CISD Board for approval, a notice of selection will go out in online to vendors that submitted to this RFP.
