The City of Monroe reserves the right to accept any proposal, to reject any proposal or to waive defects in proposals. No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids. DESCRIPTION OF WORK ACTIVITIES AND SPECIAL CONDITIONS: This project consists of major site improvements and renovations at the River Raisin National Battlefield Education Center (aka Visitor Center), located at 333 North Dixie Highway. Major elements of work include demolition of existing parking lot, drive aisles, storm sewers, landscaping, sidewalks, non-motorized pathway, and related elements; soil erosion control; new storm sewer, curb, asphalt paving, sidewalks, pavement markings, landscape and irrigation; conduit and light pole bases, and other related and incidental work. As the improvements include the entire parking lot area including the main public entrance to the building, it is critically important that safe, convenient, and readily visible pedestrian access be provided to this entrance at all times during business hours. This access must be continuous, a minimum of five (5) feet wide, fully compliant with the Americans with Disabilities Act (ADA), and free of actual or perceived hazards such as excessive dust, noise, falling objects, trip hazards, vertical separations greater than one-quarter inch (1/4"), or any other obstructions. Contractor shall plan for placement of critical sections of concrete immediately adjacent to the building doorway during hours where the building will be closed for the entirety of construction and curing time. Contractor is free to utilize 7-sack concrete at their cost as desired, provided finish quality is not compromised.
