The Town of Altavista is requesting Bids for the construction of improvements to the water treatment plant and Pump Station. The water treatment plant improvements scope of work includes: o Replacement of Sluice and Stop Gates o Replacement of Flocculator Mixer Motors o Installation of Flocculator Mixer VFDs o Installation of Automated Partial Sludge Removal System o Installation of Chlorine Analyzer System o Replacement of Sedimentation Basin Stilling Walls o Repairs to Sedimentation Basin Concrete o Application of Sedimentation Basin Coating System o Installation of Mud Valve in cross-over line between Sedimentation Basins 2 and 3 Effluent Flume o Lighting upgrade to Sedimentation Basins o Installation of reinforced concrete false bottoms to mid-basins o Installation of Metal Stairs, Handrails, Toe Plates o Upgrade to SCADA system o Replacement of Solids Collection Tank Pump and Controls o Addition of Solids Collection Tank Emergency Pump Connection o Replacement of Solids Collection Tank Overflow Piping o Installation of Solids Collection Tank Controls Shelter P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an "American Iron and Steel (AIS)" requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: o De Minimis, o Minor Components, o Pig iron and direct reduced iron MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 70901 of P. L. 117-58 of the Bipartisan Infrastructure Law, 2021.
