Demolition, site work, new construction, renovation and addition to a mixed-use development in Portland, Oregon. Portland State University (PSU) is proposing to expand their facilities on the Oak Savanna by creating an addition to, and renovating the existing Indigenous Traditional Ecological and Cultural Knowledge (ITECK) Center, and complete certain additional associated activities as set forth in this RFP. Portland State University ("PSU" or "Owner") is proposing to expand its facilities on the Oak Savanna on the PSU urban campus (Oak Savanna) by creating an addition to, and renovating the existing Indigenous Traditional Ecological and Cultural Knowledge ("ITECK") Center, and complete certain additional associated activities as set forth in this RFP (Project). For purposes of this RFP, "CM/GC" means the Construction Manager/General Contractor firm, including its trade partners, finally hired to perform the services. "Project Team" consists of PSU, Design Team and the CM/GC. "Interview Team" means representatives of a short-listed firm who participate in the interview and who would be directly involved in performing the services. The journey to reclaim the Oak Savanna for food, medicine, and ceremony began with students seeking sanctuary on campus, a place to come together. Guided by student voices and their desire to experience and understand the cultural significance and value of connection with the land to heal and build community health and resilience, the Oak Savanna site is incorporated into Indigenous Nations Studies courses centered in ITECK. They include courses such as Indigenous Gardens and Food Justice, Indigenous Ecological Healing Practices, and Indigenous Leadership for Sustainability. To begin this reclaiming journey, students and Indigenous community partners began gathering on site in Talking Circles to listen to and share stories of Place and People, to participate in land blessing and seed scattering ceremonies, and to cultivate relationships with the land as they planted native White Oaks, Camas, Spirea, and Serviceberry. Over the years the Oak Savanna site has been the focus of student research and projects as well as seasonal gatherings and work groups. Reclaiming the urban forest for food, medicine, ceremony, and healthy lifeways found a timely synergy with agencies and community partners working in culturally responsible restoration, education, reclamation, and protection practices. Indigenous students and community members visited the now former Harrison Street Building to envision an ITECK Center embedded within the Oak Savanna. Located on the south end of the site that runs along the Walk of the Heroines, students and faculty imagined the possibilities of a building to host diverse gathering spaces for people, plants, and items of cultural significance for learning, understanding, and healing. The established GMP will be the maximum amount paid for construction of the Project, unless scope changes are requested in writing by Owner's Representative. Acceptance of the GMP by Contract amendment will constitute completion of preconstruction services, and that GMP Amendment will initiate construction period services for the Project (Construction period services may begin sooner if there is an Early Work Amendment(s)). At the time of execution of the GMP Amendment or an Early Work Amendment, the CM/GC will be required to submit a 100% performance bond and a 100% payment bond for either the early work or of the Project, as applicable. If the CM/GC is unable to furnish an acceptable GMP, the Owner retains the sole option to cancel the solicitation and start a new process for the construction of the Project, or terminate the Contract and award a replacement Contract to the next highest rated Proposer from this solicitation.
