Site work and paving for a mixed-use development in Simi Valley, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Pursuant to statute and to the authorization approved by the City of Simi Valley, California, and on file in the office of the City Clerk of said City, Notice is hereby given that sealed bids for FY 2024-25 Annual Major Streets Rehabilitation Program: Fitzgerald Road (First Street to Erringer Road and Sycamore Drive To Appleton Road). No contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, or unless the contractor or subcontractor qualifies for an exception from this requirement, for bid purposes only, as set forth in Labor Code section 1771.1(a). If contractor or subcontractor believes that such an exception in 1771.1(a) applies, it must provide the applicable exception(s) in its bid proposal. Even those contractors or subcontractors who qualify for an exception under 1771.1(a) must be registered with DIR at the time of award, if such award is made on or after April 1, 2015. No contractor or subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with DIR pursuant to Labor Code section 1725.5, unless the small project exemption applies. This project is subject to compliance monitoring and enforcement by the DIR. Scope of work: The Major Street Rehabilitation Program will consist of: 1) construction surveying; 2) 377,000 S.F. of 2 1/2 " asphalt pavement cold milling; 3)70 L.F. of root pruning and installation of root barrier; 4) two (2) trees removal; 5) 15,200 S.F. of 6" asphalt pavement cold milling; 6) sawcut, removal, and reconstruction of 1,249 S.F. of sidewalk; 7) 124 L.F. of concrete sidewalk grinding; 8) 12 sawcut, removal, and reconstruction of curb ramps; 9) sawcut, removal, and installation of five (5) cast-in-place truncated domes; 10) 980 S.F. sawcut, removal, and reconstruction of existing cross gutter; 11) placement of 6,200 tons of rubberized asphalt concrete; 12) placement of 340 tons of base course; 13) traffic signing and pavement delineation; 14) 20 sewer manhole frames, rings and covers replacement; 15) 44 water valve assembly replacement; 16) seven (7) storm drain manhole lower and adjust to grade; 17) adjustment of three (3) survey monuments to grade; and all appurtenant work. The expected completion time is 40 consecutive working days after receipt of the Notice to Proceed. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 24-24, and now on file in the City's Department of Public Works and the Office of the City Clerk. It is the bidder's responsibility to check online for any addenda that may be issued for this project prior to submittal of the bid. Failure to submit required addenda with the bid disqualifies the bidder. All questions concerning the bid document should be directed to the Associate Engineer/Capital Projects, Department of Public Works, at (805) 583-6882. All prospective bidders shall abide by the provisions of the Bid Terms and Conditions listed in the project's specifications. The City reserves the right to retain all proposals for a period of 60 days after the bid opening date for examination and comparison and to delete any portion of the work from the Contract. The City reserves the right to determine and waive non substantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. The City reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require. In accordance with the provisions of Division 2, Part 7, Chapter 1 of the California Labor Code, the California Department of Industrial Relations has established the general prevailing rates of per diem wages for each craft, classification, and type of work needed to execute contracts for public works and improvements. The per diem wages published at the date the Contract is advertised for bids shall be applicable. Copies of the prevailing rate of per diem wages are on file at the California Department of Industrial Relations and are available to any interested party at www.dir.ca.gov/DLSR/PWD/index.htm. Future effective wage rates, which have been predetermined, are on file with the Department of Industrial Relations, and are referenced but not printed in said publication. The new wage rates shall become effective on the day following the expiration date and apply to this Contract in the same manner as if they had been included or referenced in this Contract.
