Hamilton Sports Complex. Having wrapped up work on Phase 1A of the project, which saw renovations to the park's roadways and parking areas, Tift County Board of Commissioners greenlit development on Phase 1B during their Sept. 9 meeting. _________ Any Contractor submitting a bid must show evidence of the Contractor's authority to conduct business in the State of Georgia. State Contractors license number must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed EB Hamilton Sports Complex Improvements Phase 1B as shown on the construction drawings. In general, construction consists of baseball/softball/tee ball fields, with associated fencing, ballfield lighting installation, irrigation, irrigation well pump, grading, erosion and sediment control, utilities, storm drainage, concrete sidewalks, and all associated measures for the complete project. Time allotted for completion of work is 180 consecutive calendar days to substantial completion. Work shall be complete and ready for contract closeout with 210 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) Contract. Prequalification may be required of Bidders prior to the award of contract. At the Owner's request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data may be necessary to assist Owner in determining Contractor's qualifications shall be provided per the Instructions to Bidders contained in the contract documents. All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with "A" minimum rating performance and financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise. No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than ten days prior to the date for opening ofBids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
