Renovation of a detention facility in Fairfield, New Jersey. Completed plans call for the renovation of a detention facility.

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 15B20424Q00000005 and this solicitation is issued as a Request for Quote (RFQ). Solicitation is a supply Replacement Water Softener Bed Resin and removal and proper disposal of existing resin. to include all labor, material, and equipment necessary to acquire, transport, and install new resin beds at FCI Fairton. Project must be completed in accordance with the specifications and statement of work (SOW), see attached SF1449 and SOW. The specifications and SOW include general descriptions of those salient physical, functional, and performance requirements of a new resin bed as well as the requirements of the service provider. The performance period is 80 days upon award. The procurement will be made on a firm-fixed price contract on a lump sum basis. Wage determinations are under the Service Contract Act for New Jersey County of Cumberland. Items will not be awarded individually. This is an all or none award. For a list, description and total quantities of all items refer to attached Standard Form 1449, Section 2. Solicitation is a 100% small business set aside. Quotes from large businesses will not be considered. The North American Industrial Classification System (NAICS) code applicable to this requirement is 562211 with a corresponding small business size standard of $47.0 million. Evaluation Factors are price, past performance, and delivery. Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted. Vendors should not quote on items which cannot be delivered for any reason. Past performance: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. DELIVERY REQUIREMENTS: Terms of delivery are F.O.B. destination to: FCI Fairton, 655 Fairton-Millville Road, Fairton, New Jersey 08320. Delivery will be made within 80 days upon award. The date and time for receipt of quotes is May 27, 2024 at 2:00 PM EST. Quote must indicate Solicitation No. 15B20424Q00000005 time specified for receipt of quote, name, address and telephone number of quote, technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms. Quote must include acknowledgment of amendments, if any. Site Visit Coordination for any site visit will be scheduled through FCI Fairton General Foreman at 856-453-4066, Dhellings@bop.gov. All site visitors will be required to complete a criminal history background check through the National Crime Information Center (NCIC) before arrival to comply with the Federal Bureau of Prisons security requirements Donald Hellings will provide the NCIC check forms. Any site visit will be completed prior to 11:00AM, EST, May 17, 2024. The website for FCI Fairton can be found at: https://www.bop.gov/locations/institutions/fai/." All visitors are subject to search and, under certain circumstances, may be detained and/or arrested, in accordance with the Program Statement on Searching, Detaining, or Arresting Visitors to Bureau Grounds and Facilities. At the FCI, it is the responsibility of the Front Lobby Officer to search items of personal property prior to admittance to the Institution and to ensure all visitors pass through the metal detector. No communication devices or contraband will be allowed to enter the facility. If an individual fails to clear a Walk-Through Metal Detector (WTMD), a hand-held metal detector is to be used. Failure to clear the hand-held metal detector requires the individual to submit to a pat search before entering the institution. Question Submissions: Interested vendors must submit any questions concerning the solicitation at the earliest time possible. Questions must be submitted to the contract specialist at 856-453-4143, LSchwinge@bop.gov. The deadline for questions is May 20, 2024 at 11:00 AM EST. Expected award date is on or before June 20, 2024. A Notice of Award will be created and posted on SAM.GOV. Purchases will be made via purchase order with payment by electronic funds transfer. Vendors will have 3 business days to sign and return purchase orders. Vendors shall submit signed and dated quotes to Lisa Schwinge by email at Lschwinge@bop.gov and Scott Hewitt-Shiley at Shewittshiley@bop.gov. Due to security considerations, do not send offers via U.S. mail. All quotes shall be submitted on the SF1449. OMB Clearance 1103-0018. All pages of the solicitation, including the header page, all attachments and amendments (if any), must be submitted with your quote. Please check line 28, sign 30a and print 30b on the 1449. On site deliveries will be received by the contractor Monday through Friday, excluding Federal Holidays between the hours of 7:00AM - 3:00PM. The contractor will notify the COR when a delivery is scheduled and must have a contractor representative present at time of delivery. Normal working hours are Monday thru Friday 6 :00AM-3: 00PM excluding federal holidays. If adverse weather conditions or other contributing factors cause a delay, the COR and contractor may request Saturday and Sunday hours. The contractor cannot be guaranteed a forty (40) hour work week at the work site. Coordination for any site visit will be scheduled through FCI Fairton General Foreman at 856-453-4066, Dhellings@bop.gov
